As explained in the letter from David Hales, the purpose of this resolution is to <br />support the renaming of the northern leg of the Westside Bypass (from Interstate 85 to Tuckaseegee <br />Road) to "Kannapolis Parkway". The Cabarrus County Planning staff in general supports this <br />resolution, but there are some specific concems that should be addressed before the resolution is <br />adopted: <br /> <br />There is currently a short section of US 29 - A between US 29 and South Main Street that <br />is called Kannapolis Highway. The majodty of that section of road is within the addressing <br />jurisdiction of the City of Concord, although some residents of Kannapolis also use a <br />Kannapolis Highway address. If the bypass is designated Kannapolis Parkway, that <br />section of US 29 - A should be renamed to South Main Street and re-addressed by <br />Cabarrus County and the City of Concord. <br /> <br />Neither the letter nor the resolution indicates when the renaming will be effective. The <br />bypass project is being constructed in phases with only the first phase from 1-85 to NC 73 <br />currently under construction. This issue is important, as it will affect re-addressing and <br />emergency service provision. It would be our recommendation that the renaming not be <br />effective until those sections of the bypass are completed. <br /> <br />Cabarrus County currently provides addressing services for the City of Kannapolis. The <br />contract to provide those services expires in July of 2001. The decision on when the <br />renaming will be effective will also affect who is responsible for the re-addressing of <br />existing residents. The majority of those residents that will need to be re-addressed are <br />along in Crisco Road in the first phase of the bypass project. <br /> <br />I have called David Hales but have not yet spoken to him about these issues. He will receive a copy of <br />this memo and I will continue to attempt to answer these questions before the Board meeting on June <br />19t~.
