This northern leg of the Westside Bypass will serve as a new gateway entrance
into our City, pass through our corporate business park area, and eventually guide visitors to the
downtown Cannon Village shopping area. Naming this highway Kannapolis Parkway is a critical
component of our long-range strategic marketing, economic development, and tourism plan.

Benton Payne, Division Engineer, has requested that the City of Concord and Cabarrus County adopt a
formal statement supporting the City of Kannapolis' request, and that a position be taken on a name for
the Westside Bypass from Interstate 85 south along the so-called southern corridor. I would appreciate
it if you would submit to your Board of County Commissioners a resolution in support of the City of
Kannapolis' request for the naming of the northern leg of this road, and that you take an official
position for a name for the so-called southern leg, south of Interstate 85. The City of Concord has
already taken action to support this effort. Following action by your Board, please provide me with a
copy of your resolution and/or other documentation for submittal to the Department of Transportation.

Ron Bowman, Resident Engineer for the Westside Bypass project, has put on hold any further work on
Interstate 85 exit signs. These exit signs, when manufactured, will include the requested names for the
northern and southern legs of the projects. Consequently, Mr. Bowman and Mr. Payne have asked that
action be taken by the various governing bodies as soon as possible. In addition, final authority for the
naming of the Westside Bypass rests with the Board of Transportation. Accordingly, Benton Payne
will submit our official requests to the Board for action in the near future. I would appreciate your
consideration of our request at your June 19 Board meeting. I appreciate your help and consideration
of this request. If you have any questions, please don't hesitate to contact me.

Respectfully,

David A Hales
City Manager

246 OAK AVENUE -' KANNAPOLIS, NORTH CAROLINA 28081 ~ TELEPHONE (704) 938-5133
