Section 2 <br />Local Waste Reduction Goats <br /> <br />Private enterprise controls all waste disposal, with the exception of C&D waste, in <br />Cabarrus County. C&D waste generators have two disposal options within the <br />County. Private enterprise operates a facility known as the Highway 49 C&D <br />Landfill and Recycling Center while the County operates a C&D landfill at the <br />closed sanitary landfill facility. <br /> <br />Recycling is voluntary. <br /> <br />Markets for recovered recyclable materials are very soft at the time this report was <br />prepared. <br /> <br />Based on the constraints listed above, the plan participants decided on a modest, yet <br />obtainable waste reduction goal of 5% to be implemented for FY 2000-01 and then <br />held constant for the FY 2005-06 planning period. This would lower the baseline per <br />capita disposal rate from 0.94 to 0.893. A subsequent meeting was held in March, <br />2000, at which the Plan participants reaffirmed their commitment to the 5% per capita <br />reduction, holding it constant at 0.893 up to the FY2009-10 planning period. <br /> <br />Using the goal per capita rate of 0.893, the target annual tonnage is as shown below in <br />Table 6. <br /> <br />Table 6. However, the per capita rate of 0.94 was <br />realized during a period of relatively slow economic growth and has recently risen to <br />1.14 for FY 1998-99, a 21% increase. <br /> <br />Although the County has not conducted any studies, it is reasonable to assume that <br />the recent upswing in the local economy of Cabarrus County has led to the sharp <br />increase in the per capita disposal rate. This can be directly evidenced by the surge in <br /> <br /> <br />
