Section 4
The Planning Process and Public
Participation

Cabarrus County contracted Camp Dresser & McKee (CDM), a private engineering
consulting firm, to assist in the updating of this plan in conjunction with
representatives from the County and the municipalities of Kannapolis, Mount
Pleasant and Harrisburg. CDM drafted the plan based on the information and
comments received from the County and municipal representatives and input from
concerned citizens who attended the public meetings. Appendix A provides a list of
the Cabarrus County Solid Waste Management Plan Advisory Committee members.

CDM attended a meeting with the County early in the Plan's development to answer
questions regarding the Plan and to solicit input, comments or concerns. A meeting
was held on March 8, 2000 at the Cabarrus County Office Building where CDM and
the advisory committee reviewed current solid waste management methods,
discussed ways to improve those methods and to discuss the local County waste
reduction goals.

A draft of the Plan was placed in the Cabarrus County Manager's office and each
municipality manager's office for public review from April 17, 2000 to April 28, 2000.
A public meeting was held on April 26, 2000, in the Cabarrus County Office Building.
The meeting was announced in the Independent Tribune and the Cabarrus
Neighbors. The Plan was submitted to the elected boards of each participating local
government for approval (see Appendix B for copies of approved resolutions).

The final Plan is on file for public information at the County Managers office.
