Section 7 Solid Waste Costs and Financing 7.1 Description and Assessment of Costs Cabarrus County, Kannapolis, Mount Pleasant, and Harrisburg operate solid waste programs. Solid waste costs for the County and municipalities are shown below in Table 10. Table 10. The County's solid waste program is financed though the franchise agreement, the sale of recyclables, and tipping fees acquired from residential customers disposing of their municipal solid waste into 40-yard roll off containers at the County=s former sanitary landfill for ultimate disposal ~t the LMS landfill. The County is responsible for hauling these containers to the LMS landfill for disposal at a rate of $27.41 per ton. The municipalities of Kannapohs, Mount Pleasant and Harrisburg are charged a current rate of $28.41 per ton for disposal at the LMS landfill, which includes a $1.00 per ton franchise fee. Revenues generated by this fee are returned to the County and are used to fund various solid waste programs. Residents have the option of bringing waste to the LMS landfill at a rate of $28.41 per ton (one ton minimum) for a car or pickup/van with trailer. A pickup or van is charged $10.14 per ton, or $28.41 ff a trailer is attached (one ton minimum). Individual cars are assessed no fee to dump at the landfill (see Table 11).
