ARTICLE L TITLE AND PURPOSE <br /> <br />The contiguous units of local government listed below, being desirous of agreeing to an <br />undertaking pursuant to the provisions of N.C.G.S. Section 160A-464(1), do hereby agree to <br />establish a workforce development consortium to act jointly as a Local Workforce Investment <br />Area for workforce development'under the Workforce Investment Act (WlA) of 1998, P.L. 105- <br />220; the North Carolina Employment and Training Grant Program (NCETGP), NC GS 143B- <br />438.6; and under the Welfare-to-Work (WtW) Grant provisions of Title IV, Part A of the Social <br />Security Act (P.L. 74-271), as amended. This consortium shall be known as the Centralina <br />Workforce Development Consortium. <br /> <br />ARTICLE II. MEMBERSIIIP <br /> <br />The consortium shall be composed of the following independent and contiguous units of general- <br />purpose local government: Anson~ Cabarrus~ Iredell~ Lincoln~ Rowan~ Stanly~ and <br />Union Counties. <br /> <br />ARTICLE III. CERTIFICATION OF AUTHORITY <br /> <br />1. AUTHORITY UNDER STATE AND LOCAL LAW <br /> <br />In accordance with N.C.G.S. Sections 160A-460 et. seq., the member counties of the Centralina <br />Workforce Development Consortium certify that they possess full legal authority, as provided by <br />state and local law, to enter into this agreement and to fulfill the legal and financial requirements <br />of operating as a Local Workforce Investment Area under the Workforce Investment Act, the <br />NCETGP, and the Welfare-to-Work Grant for the entire geographic area covered by this <br />agreement. <br /> <br />2. SPECIFIC RESOLUTIONS TO ENTER INTO AGREEMENT <br /> <br />In accordance with N.C.G.S. Section 160A-461, a copy of the duly executed resolution and <br />appropriate board meeting minutes giving the respective counties specific authority to enter into <br />this consortium agreement will be attached to this document and are incorporated herein by <br />reference. <br /> <br /> <br />
