The vote was unanimous. <br />Petition C00-03(S) Denied. <br /> <br />The Chair introduced the second item on the Agenda, Zoning Text Amendment, <br />Petition C00-02(T): <br /> <br />g <br /> <br />Applicant: Cabarrus County Planning Staff <br />Request: Zoning Text Amendment <br /> <br />This was a request to the Cabarrus County Planning and Zoning Commission <br />from the Cabarrus County Planning Staff, Petition C00-02(T), to amend Chapter <br />8,-Section 8-4, #26, pg. 8-29 of the Cabarrus County Zoning Ordinance. Add <br />General Industrial to zones in which single family residences and Class ! mobile <br />homes are permitted. The same conditions that are required in General <br />Commercial and Light !ndustrial for this use apply to General !ndustrial. <br /> <br />Mr. Jonathan B. Marshall, Planning Director, addressed the Board presenting this <br />text amendment stating this text amendment is a modification to something the <br />Board did approximately a year and a half ago. He said we do have industrial <br />areas within the County that have been designated to preserve those industrial <br />areas for future development. Those industrial areas do not have the services <br />required for industrial development. Mr. Marshall said we have had request in <br />the past for housing on a hardship basis. To determine that, staff suggested <br />that the Board permit that housing, but only after review of this board to <br />determine, in fact, if it was a hardship. We would like for it to be understood by <br />the petitioner, that that is an industrial zone and ultimately non-residential uses <br />most appropriate for the area. When staff did that text amendment, we only <br />had one applicant. He was asking for rezoning to accomplish that. The staff felt <br />that this text amendment preserved the industrial zoning but still allowed him a <br />hardship case for a family member to be able to put a home on his property. He <br />said staff encourages that the homes be mobile homes so they can be moved <br />later when the more appropriate non-residential development occurs. When the <br />text amendment was made it was made applicable in the General Commercial <br />and Light industrial zones, not in the General industrial. This proposal is to add <br />that to the General :industrial zoning so you can also have that hardship housing. <br />Mr. Marshall said to the Board they may also want to review the surrounding <br />land uses to make sure that it is appropriate for dwelling units.
