469 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />recessed session in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, June 12, <br />2000, at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br />Absent ~ Commissioners: Carolyn B. Carpenter <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />John Day, Deputy County Manager for Operations; Mr. Don C~ings, Human <br />Resources Director; Ms. Cathie Keller Straub, Budget Officer; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:38 p.m. <br /> <br />Library <br /> <br /> Mr. Tom Dillard, Library Director, reviewed the re,est of May <br />15, 2000, to change the circulation period and overdue fines for <br />videocassettes. The cost of videocassettes has decreased and the change <br />will bring the videocassette policy in line with other Library media. <br /> <br /> WON MOTION of Commissioner Barnhart, seconded by Commissioner <br />Casper with Commissioners Barnhart, casper and Fennel voting for, the <br />Board approved the following changes to the Library videocaseette <br />policy effective July 1, 2000 as recommended. (1) Circulation period <br />for videocassettes be increased to two weeks; and (2) Overdue fine for <br />videocassettes be decreased to $.10 per day up to a maximum fine of <br />$4.00 per item. <br /> <br />County M~nauer Report <br /> <br /> Mr. Clifton gave a brief report on the following topics: <br />Request by Carolinas Choices for $5,000.00 for regionalization of <br />efforts; (2) Offer by Mr. Robert Burkett to pay $50,000.00 to assist <br />with a study of the Highway S3 corridor; (3) Due to failing septic <br />tanks, 14 homes in the Poplar Trails Subdivision need sewer at an <br />estimated extension cost of $250,000.00; and (4) Current upset bid for <br />the sale of the old Harrisburg School property is $2,870,000.00. <br /> <br />Purcha$~ of Prgpertv for the Bethel Reolacement School <br /> <br /> Mr. Clifton reported that Mr. J. M. Little, Jr., and others had <br />agreed to sell approximately 35 acres of property in the Midland area <br />for the Bethel school replacement site. The County will pay $10,000.00 <br />per acre for approximately 30 acres, and the Seller will donate one- <br />fourth of the total purchase price back to the County. In addition, <br />the County will buy an additional five adjacent acres at a cost of <br />$12,500.00 per acre. The Little family will reserve a portion of their <br />property (2.5 to 3.0 acres) adjacent to Bethel United Methodist Church <br />for expansion of the church cemetery. <br /> <br /> UPON MOTION of Commissioner Barnhart, sgconded by Commissioner <br />Casper with Commissioners Barnhart and Casper and Chairman Fennel <br />voting for, the Board approved the purchase of the property from Mr. J. <br />M. Little, Jr. and others as outlined and authorized the appropriate <br />budget amendment for the purchase of the property. <br /> <br />Suau~arv of Ch~nq~ tO the Preliminary Budget <br /> <br /> The Board reviewed the list of changes that had been made to the <br />preliminary budget. Mr. Clifton suggested that the savings of <br />approximately $500,000.00 be added to the $500,000.00 Contingency <br />allocation. The Board by consensus agreed to this allocation. <br /> <br />ReqUest fOr Increase in ~¢h991 $oard Compensation <br /> <br /> The Board discussed the February 2000 request by the Cabarrus <br />County Board of Education for School Board compensation as follows: <br />Chairman - $500.00 per month; Member - $400.00 per month; Travel for <br />All Board Men~Ders - $100.00 per month. The Board had deferred <br />consideration of this request until the FY 2001 budget deliberations. <br /> <br /> <br />
