470 <br />Meeting with the Cabarrus Board of Education <br /> <br />DRAFT <br /> <br /> School Board Chair Christine Lee and School Board Members Wayne <br />Williams, Grace Mynatt, Cind~ Fertenbaugh, Gary Hahn and Don Boyle <br />joined the Board for discussion of the Schools budget request. Also <br />present were Dr. Harold Winkler, Superintendent, and Mr. Gene Jordan, <br />Finance Director. <br /> <br /> Mr. Clifton advised the School Board of the proposed purchase of <br />property for the Bethel School replacement site. The School Board <br />members unanimously agreed to the purchase of the property as outlined. <br /> <br /> The recommended FY 2001 Current Expense funding for the Cabarrus <br />County Schools includes the following: Average Daily Membership (ADM) <br />Funding ~ $17,362,345.00; Building Maintenance Funding - $3,478,002; <br />and Ground Maintenance Funding - $782,644.00. The recommended Capital <br />Outlay funding for the County Schools is $1,426,050.00. <br /> <br /> Dr. Winkler briefly reviewed the goals and objectives of the <br />Cabarrus County Schools. He stated the budget allocation would allow <br />the Schools to reach a number of its goals. However, Dr. Winkler did <br />express concern regarding the reco~ended Capital Outlay funding <br />allocation and the potential need for additional funds during the year. <br /> <br /> Mr. Jordan also expressed concern regarding the recommended <br />Capital Outlay funding and the possible shortfall during the year in <br />funding such projects as roof replacements. <br /> <br /> There was discussion regarding ~he Capital Outlay funding, the <br />increase in the allocation for the maintenance program, the Schools <br />undesignated fund balance and the need to properly maintain existing <br />school facilities. It was generally agreed that any major capital <br />projects such as school roof replacements could be b~ought back for <br />consideration during the fiscal year. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by commissioner <br />Casper with Commissioners Barnhart and Casper and Chairman Fennel <br />voting for, the Board approved the following compensation for school <br />board members as requested by the Cabarrus County Board of Education in <br />February 2000: Board Chair - $500.00 per month; Board Members - $400.00 <br />per month; and Travel for All Board Members - $100.00 per month. <br />Further, the Board agreed that the new compensation will be effective <br />July 1, 2000, and will include both the Cabarrus County Board of <br />Education and the Kannapolis City Board of Education and will include <br />an annual cost of living adjustment based on the Consumer Price Index <br />(CPI) increase for the past calendar year pursuant to the County's <br />Personnel Management Policy. <br /> <br /> School Board Chair Lee expressed appreciation for the Board's <br />budget allocation for the next year. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Casper <br />with Chairman Fennel and Commissioners Casper and Barnhart voting for, <br />the Board moved to go into Closed Session to discuss the performance of <br />the County Manager as authorized by North Carolina General Statute 1434 <br />318.11(a) (6). Further, the Board invited Mr. Don Cummings, Human <br />Resources Director, to join the Board in the Closed Session. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner <br />Barnhart with Commissioners Casper and Barnhart and Chairman Fennel <br />voting for, the Board voted to end the Closed Session. <br /> <br />No action was reported from the Closed Session. <br /> <br />Ad4ournment <br /> <br /> There being no further business to come before the Board, <br />Chairman Fennel adjourned the meeting at 8:55 p.m. <br /> <br />Clerk to the Board <br /> <br /> <br />
