Clifton Jr. <br />Cabarrus County Manager <br />PO Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Mr. Clifton: <br /> <br />RE: Work First County Block Grant Plan Model <br /> <br /> Background: <br /> <br /> In 1997, counties developed their first biennial Work First County Block Grant plans and <br /> submitted them to the Division in January 1998. The biennial planning process is an opportunity <br /> for counties to take full advantage of the local flexibility that is built into the Work First <br /> program. This is the time to strengthen local partnerships and tap into local creativity that will <br /> work to move Iow income families into self-sufficiency. <br />· This fall, each county will again develop a Work First Block Grant Plan, as described in NCGS <br />Chapter 108A-27, to become effective July 1, 2001. This plan will be for July 1, 2001 through <br />June 30, 2003. The State TANF Plan to be submittedto the federal DHHS will be an aggregate <br />of the county plans. The planning process has been delayed by one year in order to synchronize <br />the county and state processes· <br /> <br /> Current Plan: <br /> <br /> Due to the delay in the planning process that we are making'to synchronize county and state <br />· planning, we are extending all current county plans for one additional year. Your current plan <br />will extendthrough June 30, 2001. <br /> <br /> The Planning Committee: <br /> <br /> NCGS 108A-27 requires county commissioners to appoint a committee of local leaders to assist <br /> in the development of county Work First Block Grant plans. Membership of the committee must <br /> include, but is not limited to, representatives of the .county board of social: services, theboard'of <br /> the area mental health authority, the local public health, board, the local school systems, the <br /> business cornmnnity, the board of county commissioners and' community-based organizations <br /> that are representative of the population to be served. In addition, it is highly recommended that' <br /> religious organizations, non-profits with experience in serving low-income families,' and servic~ <br /> recipients be included. <br /> <br /> <br />
