Count), Status: <br /> <br />As part of the development of your plan, one o£the first decisions to be made is whether your <br />county will seek electing county or standard county status. For definitions and descriptions of <br />Standard and Electing counties, see NCGS I08A-27.3 and 108A-27.4. <br /> <br />.Each ~ounty must notify DHHS by September 29, 2000 whether they wish to be a Standard or <br />an Electing county for Work First. Use the attached form to notify the State of your decision <br />regarding whether to seek electing or standard county status. <br /> <br />Requests for Standard or Electing County status must be approved by the county commissioners <br />with at least two thirds voting in favor. Electing County plans will be evaluated by the State <br />DH/IS and Electing Counties will be designated by the General Assembly. Therefore, the State <br />DHHS will not be able to advise counties o£the outcome of the electing county selection process <br />until final approval of electing counties has been made by the General Assembly. <br />County Plan Model: <br /> <br />To help in your planning process, we have developed the attached model. Your plan should be <br />developed in the same or substantially similar format as the model. You may add more <br />information if you choose. An electronic copy of the model is available from your Work First <br />Representative. <br /> <br />Public Comment: <br /> <br />Another important thing to remember as you are developing your loca[ schedule for plan <br />development is the Statutory requirement at NCGS 108A-27.4 and 27.7 to provide the public <br />with an opportunity to review and comment upon the plan. The.law does not specify the length <br />of time your plan must be available for review and comment. That is a local decision. <br /> <br />Contact Person: <br /> <br />When you notify us of your status request, please also de~igna~3r~a~.~on~tact v~rson to <br />receive all correspondence from the Division of Social Services d~ing the planning process. <br /> <br />The State Plan: <br /> <br />I encourage your county planning committee and county staffto review the current State Work <br />First Plan and make commen~s and suggestions. The current plan can be found on the Interact at <br />http://www, dh~hs.state.nc.us/dss/ei/ei_hm.htm. The State Plan is due to the General <br />Assembly in April 2001. In order to meet this deadline and provide a 45 day public comment <br />period, county plans are due to the DHHS by Dece~.b, E[~!.;,..;~00.1~< By the end of January, 2001, <br />the Division of Social Services will complete its review of county plans and will make its <br />recommendation to the General Assembly regarding designation of Electing Counties. <br /> <br /> <br />
