Outcomes and Goals for the County <br /> <br />A. Statewide Work First Goals <br /> <br /> The NC Department of Health and Human Services (hereat~er NC DHHS), in <br /> consultation with the county department of social services and county board of ' <br /> commissioners, will establish acceptable levels of performance by counties in <br /> meeting these eight Work First goals. You will receive additional information <br /> regarding county specific goals under separate cover. <br /> <br />1. Reducing the Work First Caseload - The purpose of the Work First <br /> Program is to provide eligible families with short-term assistance to facilitate <br /> their movement to self-sufficiency through gainful employment. A steady <br /> decline in the overall Work First caseload is a critical indicator of success for <br /> the local administration of the program. The local block grant plan for each <br /> county will specify the county's proportionate share of the reduction required <br /> to achieve the statewide goals. <br /> <br />2. Putting Adults to Work- Self-sufficiency and caseload reductions will be <br /> realized primarily through the employment of Work First clients. The local <br /> block grant plan will reflect the number of Work First recipients who should be <br /> employed. <br /> <br />3. Staying offWelfare After Going to Work- Efforts to reduce welfare rolls, <br /> help families find jobs, and increase self-sufficiency are undermined when <br /> families return to welfare. The county block grant plan will reflect the <br /> percentage of all closed cases that should remain off of assistance. This goal is <br /> measured monthly by evaluating the Work First Family Assistance caseload to <br /> determine what proportion of active adults previously left Work First due to <br /> employment. <br /> <br />'4. Meeting the "Ail Families" Participation Rate- Active participation in <br /> employment services and activities will lead to full-time employment. The <br /> local block grant plan will reflect the percentage ora county's caseload that <br /> will count toward the all families participation rate. <br /> <br />5. Meeting the "Two Parent" Participation Rate - The active participation in <br /> employment services and activities will lead to full-time employment. The <br /> local block grant plan will reflect the percentage of a county's caseload that <br /> will count toward the two parent participation rate. <br /> <br />6. Avoiding Welfare through Diversion Assistance- The most successful <br /> outcome possible for an applicant for public assistance is to avoid the need to <br /> become a recipient. This is recognized in the federal law, which specifies <br /> diversion from public assistance as a desired outcome. Use of Work First <br /> Diversion Assistance for a specified percentage or number of Work Fkst <br /> applicants will be included in each county's local block grant plan. <br /> <br />Work First Block Grant Plan Model Page 3 <br /> <br /> <br />
