7. Increasing Child Support Orders and Collections for Work First <br /> Families- An effective child support effort will help prevent families t~om <br /> returning to welfare. New federal changes enhance the ability to pursue <br /> support. The key components of this measure are (1) the number of child <br /> support orders established, and (2) the dollar amount of each child support <br /> order among Work First families. <br /> 8. Child Well-Being - Children in Work First families, as in all families, must be <br /> afforded the maximum protection available. For each Work First child who is <br /> also active in the Child Weffare System, there should be a proteCtion plan. <br />B. County Developed Outcome Goals <br /> <br /> [Electing Counties: county boards of commissioners are responsible for <br /> establishing county outcome and performance goals (108A.27.3)] <br /> [Standard Counties: county departments of social services, in consultation with <br /> NC DHHS and the county board of commissioners are responsible for establishing <br /> county outcome and performance goals (108A-27.6)] <br /> <br /> l~lans to Achieve and Measure the Outcomes and Goals <br /> <br />A. Describe for each of the eight statewide performance goals listed in V. A. above <br /> how the county will meet each goal. What activities and support services will be <br /> provided? Who will carry them out? Where will they take place? If your county <br /> will operate a work supplementation program, describe the program. Describe the <br /> activities your agency, or other community agencies will undertake to help ensure <br /> families stay employed. <br /> <br /> For Electing Counties, describe how you will document your progress toward <br /> these goals. <br /> <br />B. Describe for each county developed performance goal listed in V. B. above the <br /> activities/support services that will enable the county to meet the goal. What <br /> activities and support services will be provided? Who will carry them out? Where <br /> will they take place? <br /> Describe how your county will measure the outcomes for each goal. <br /> <br /> Administration <br /> <br />[Electing Counties] Has authority for administration of the Work First Program <br />been delegated to an entity or agency other than the Board of County <br />Commissioners? If so, please name and describe that entity or agency. <br />(Notwithstanding any delegation of duty, the county board of commissioners shall <br />remain accountable for its duties under the Work First Program.) <br /> <br />Describe your agency's organization in regard to delivering services, including <br />employment activities, other services, and determining families' eligibility. Are <br />employment program staffco-located in your agency (ESC, WIA, etc.)? Are you <br />using One-Stop/Job Link Centers?
