Services for Non-Custodial Parents of Work First Recipient Children

Child support is critical to Work First families' success in becoming and remaining self-
sufficient. Unfortunately, at this point in time, less than half of the non-custodial parents
in Work First cases are paying child support. This is likely due to the fact that many of
them are unemployed or in low-paying jobs. To assist non-custodial parents with paying
child support and getting and keeping stable employment, counties may choose to provide
non-cash-like employment services to non-custodial parents of Work First children as long
as the non-custodial parent's gross family income does not exceed 200% of the federal
poverty level. This applies to both standard and electing counties.

· Will your county provide services to this population using Work First Block Grant
funds?

· What services will be provided?

· How will you identify non-custodial parents to be served?

· How will you prioritize resources to serve all Work First parents who are mandatory
for employment services?

Child Welfare Services

Describe the process for collaboration between the Work First and Child Welfare units in
your agency to ensure the well-being of children being served by both programs.
