COMMUNITY STRATEGIC THINKING <br /> <br />Phase I-Develop Core Values, Vision, Strategies, Key Benchmarks and Collaborative <br />Implementation Process <br /> <br />1. Founding Vision Partners <br />Secure the commitment of one to seven founding Vision Partners who select the Steering <br />Committee and b~nd the process. <br /> <br />2. Steering Committee and Chair <br />Select the Steering Committee and the person who will be Chair of the Steering Committee and <br />the Vision Task Force. <br /> <br />Select a Steering Committee representative of the community and it's organizations. The <br />Steering Committee will provide the overall leadership and management for the entire process. <br />It can have from 10 to 25 members. The Steering Committee members will also be members of <br />the Vision Task Force. Criteria for selection of Steering Committee and Vision Task Force <br />members is shown on page 7. l~enry Luke will provide guidance during the process of Steering <br />Committee and Vision Task Force selection. At each meeting of the Steering Committee, the <br />Collaborative Implementation Process (described on page 6) will be discussed and developed or <br />revised to fit the character and culture of your community. <br /> <br />3. The Interview and Research ProCess <br />Henry Luke, the facilitator interviews a diverse group of individuals for three days in focus <br />groups to provide background and to validate the process. The results from the interviews will <br />be summarized and provided to the Vision Task Force. The facilitator will review research and <br />data on the community, region and national trends' to provide insight into the community's <br />competitive advantage. He will prepare a benchmark comparison of the community to 49 other <br />peer communities in the United States. Community entities with individual long range plans will <br />be identified as potential Vision Partners. Their existing plans will be reviewed and ultimately <br />the Community Strategic Plan will serve as an overall plan that incorporates and enhances <br />existing complementary plans. <br /> <br />4. Vision Task Force · , <br />The Vision Task Force will be selected by the Steering Committee. The total Vision Task Force <br />can vary from 150 to 200 individuals based on the desires of the Steering Committee and <br />meeting space available. <br /> <br />A successful Vision Task Force will be a blend of three elements: 1) the enthusiastic leadership <br />of people with resources to make change occur, 2) the insights of people with the expertise and <br />knowledge to recognize realistic opportunities and 3) the participation of a large number of <br />people representing a diverse cross-section of the metro community needed to achieve <br />commitment. <br /> <br />5. Stakeholder Summit <br />The public and all potential Vision Partners will be invited to the Stakeholders Summit. The <br />attendees will be divided into l0 to 40 person groups to identify the top ten issues critical to the <br />community's future. Each group will elect one individual from the group to serve on the Vision <br />Task Force. The results from the breakout groups will be combined to provide the top ten issues <br />that should be addressed by the Vision Task Force. <br /> <br /> 4 LPI <br /> <br /> <br />
