6. Vision Task Force Sessions
The Task Force meets for four, two-hour sessions on successive days and or weeks and is led by
the Facilitator.

Community Vision and Strategies will be developed for the top six issues identified by the public
at the Stakeholders Summit or in the six foundations for a comprehensive strategic plan.
· Education ° Economy
· Quality of Life · Government
· Infrastructure · Private Sector Leadership

Strengths and weaknesses will be considered, but Vision will be based on the Task Force
participant's specialized knowledge, experience, intuition, dreams, hopes and feelings. While
facts, figures and statistical trends are great, they tend to limit thinking and encourage
extrapolation. This type of information is best utilized by people charged with identifying
impediments and working out the operational plans to achieve the Vision. That, in fact, is what
will be done on an annual basis by each Vision Partner.

Immediately after each meeting, the facilitator and the support staff will edit the input from the
meeting and send the notes to the VisiOn Task Force members. At the first session, the
community benchmark series will be reviewed and the five Key Benchmarks will be selected by
the Task Force. These Key Benchmarks will provide annual accountability for the overall
strategic planning process. In session two, Vision and Strategy will be developed for Education
and Quality of Life; session three-Infrastructure and Economic Development; session four-
Government, Private Sector Leadership and the Collaborative Implementation Process. After
session two, three and four, a ballot will be sent with the meeting notes for voting on the top five
priority strategies in each foundation. A Core Value survey is taken at each of the four sessions
that ends up with 4 to 7 Core Values. The media is urged to cover these sessions.

The diverse and broad-based Vision Task Force stays together for these four two- hour sessions
and generates consensus that is representative of the community. The facilitator uses the
guidelines on page 8 during the four sessions. This facilitation process has been proven
successful in 48 communities in 17 states/countries.

7. Draft Document for Public Input
After the last session of the Vision'Task Force, the Facilitator will edit the Vision, and present
the document as a draft Vision. The final draft will include the Collaborative Implementation
Process.

The Steering Committee will review and approve the draft document for public input in at least
four ways: 1) the draft Vision will be sent to all potential Vision Partners for their input, 2) each
Vision Task Force member will be asked to present the draft document to an organization where
he or she is a member, 3) the community newspapers since 1994 have printed the entire
document the Sunday before the Town Hall meeting, and 4) a two-hour Town Hall will be held
to receive a final public critique of the draft Vision.

5 LPI
