8. Final Document <br />After reviewing the input from the public, an editorial committee will recommend changes to the <br />draft Core Values, Vision, Strategies, five Key Benchmarks and Implementation Process to the <br />Steering Committee for final approval. <br /> <br />Copy the final Vision document for distribution the day after the Steering Committee approval. <br />Send to the media, all potential Vision Partners, Vision Task Force members and other interested <br />parties. Waiting several weeks for a polished printed document only diminishes the momentum. <br /> <br />Phase II- Collaborative Implementation Process <br />1. Vision Partners <br />Private and public sector organizations of all kinds and individuals will be asked to endorse the <br />Vision document and become Vision Partners. There will be at least one Vision Partner for each <br />1,000 to 2,000 people in the community. <br /> <br />2. Action Steps and Benchmarks <br />Vision Partners who endorse the Vision will be asked to identify those Strategies they can <br />incorporate and effectively implement within their normal mission, purpose and scope of <br />operations or in strategic alliances with other organizations. Each Vision Partner or Strategic <br />Alliance should develop action steps for the specific strategy they adopt and then establish <br />benchmarks to facilitate annual measurement of progress for each strategy. <br /> <br />Strategy identification and acceptance by Vision Partners will be reviewed by the Steering <br />Committee to ensure that the Priority Strategies have been covered within the right time frame <br />for effective implementation. Progress on every Strategy cannot begin immediately, but will be <br />phased in over a 5 to 10 year period as applicable. <br /> <br />If a priority strategy has not been adopted for implementation, the Steering Committee will <br />encourage their adoption by best existing organizations or if necessary, form a new organization. <br />In 1991 Richmond, VA took three years to get a Vision Partner committed for each of the thirty <br />priority strategies. The wait is worth it, because in most cases, organizations with the power of <br />implementation take over the responsibility. <br /> <br />3. Communication and Accountability <br />Progress on Strategies will be communicated on a regular basis. There will be an annual <br />benchmark update of the five Key Benchmarks and over 30 Strategy Benchmarks demonstrating <br />progress on strategies identified by Vision Partners and Strategic Alliances. <br /> <br />4. Leadership <br />The Vision Steering Committee will be diverse and community based to provide leadership <br />during the Implementation Process. Support staff and coordination will be provided for at least <br />a five-year period.
