I CABARRIJS COUIqI1Y CAROLINA To: Cabarrus County Board of Commissioners From: Kelly Sifford, AICP Date: August 15, 2000 Re: Evaluations of Bethel and Odell Elementary Schools The Planning Staff met with several key staff members from Cabarms County Schools, City of Concord Engineering, Cabarms County. Parks and Recreation Department regarding evaluations of the schools and potential reuses. The City of Concord Engineering Department, which provides water and sewer services, examined both sites. Bethel has access to water, however, there is currently no sewer in the area. It would cost approximately $90,000 to provide sewer to the site. There is cun'ently no sewer service at Odell. The nearest sewer line is at Rocky River which is 6,000 feet away from Odell School. A development has been approved adjacent to the school site called Moss Creek. This development can provide sewer access, however, it would be dependent on the speed of the development as to when the service would be available. Cabarrus County Parks and Recreation Department assessed the sites for current conditions and costs to renovate. The Parks and Recreation Department renovation costs are estimated at $343,500 for Bethel and $273,000 for Odell to reuse the facilities for recreation. We have attached their full reports for your inspection. We also contacted Martin Boal Anthony & Johnson regarding a full assessment of the schools for existing conditions, detemfination and statement of the facilities capacity of students with renovations. Additionally, a determination and statement of what addition and renovations the facilities may need to accommodate 1,000 students will be provided. This assessment will cost $13,500.
