Aging Services Program Manager <br /> <br />General Definition And Conditions Of Work: <br />Performs supervisory, professional, and administrative duties. Functions as acting director in the absence of the Director of <br />Aging Services. Coordinates all departmental functions associated with various grants and/or funding sources, supervises <br />departmental Program Coordinators and support staff. Administers departmental sub-contracts with third party vendors <br />associated with Depmtment of Aging programs and the Adult Day Care/Day Health programs. Serves as departmental <br />representative to the Department of Aging Advisory Board Strategic Planning Committee and plays a key management role <br />in administering the Cabarrus County Aging Plan and related goals. Serves as the departmental contact for Public <br />Relations and Marketing issues. Coordinates departmental certification, accreditation and/or licensing efforts. Work is <br />performed under the general supervision of the Director of Aging Services. <br /> <br />Essential Functions/Typical Tasks: <br />Performs grant administration and fiscal maintenance for all Aging Services Programs; <br />Represents department and serves as liaison to allied organizations (i.e. YMCA, United Way, other 501C-3 agencies). <br />Provides guidance and subject matter expertise as it applies to mandated program administration (grant/funding <br />compliance, other funding resoume/expenditure options, proper reporting and documentation); <br /> Professional level assistance with budget preparation and administration; <br />Oversees and provides technical expertise to Program Coordinators and support staff regarding administrative program <br />management issues (i.e. time/leave records, fiscal and related program compliance issues); <br />Plays a key role in implementing and monitoring the Cabarrus County Aging Plan and other service goals and objectives; <br />Serves as a frequent contact for-and-to the Department of Aging Advisory Board, county executives, allied/partner agencies <br />and other affiliated organizations; <br />Serves as the Department's contact with regards to public relations, marketing and providing general information; <br />Serves as Acting Director in the absence of the Aging Services Director; <br />Supervises and evaluates the job performance and program objectives of departmental Program Coordinators, and other <br />support and technical staff; <br />Administers departmental grant programs/projects. ( Needs assessments, program evaluations, grant application process, <br />program implementation, follow up and reporting process); <br />Processes the applications, prepares appropriate reports, and maintains documentation records associated with the Home <br />and Community Care Block Grant and other funding sources; <br />Administers and oversees programs provided through sub-contracts related to Adult Day Care/Day Health and monitors <br />these agencies to insure compliance with the North Carolina Division of Aging standards; <br />Assists with programs and/or activities at the Senior Center; <br />Coordinates all certification, accreditation and/or licensing efforts for the Department of Aging; <br />Performs related tasks as required. <br /> <br />Knowledge. Skills And Abilities: <br />Thorough knowledge of the principles, rules, materials and equipment requirements associated with older adult programs; <br />the philosophy and objectives of older adult programs and leisure needs, psychology and sociology, and of personal health <br />and hygiene; ability to develop and implement program standards and objectives outlined by administration; organize and <br />coordinate a variety of older adult-oriented programs; ability to plan and supervise the work of subordinate employees; to <br />establish and maintain effective working relationships with clients, subordinate staff, associates and the general public. <br />Furthermore, this employee should possess a good understanding of the resources available, and/or agencies that provide <br />aging related services. <br /> <br />Education And Experience: <br />Any combination of education and experience equivalent to graduation from an accredited college or university with major <br />course work in social work, human services, sociology, gerontology or a related field and considerable experience in a <br />related human service field. Some experience in supervision and working with others. Previous experience in grant <br />writing, implementation and reporting/follow up preferred. Experience in the field of public relations and marketing. <br />Experience administering/coordinating committees and boards preferred. <br /> <br />Special Requirements: <br />Ability to work independently and in a group setting, with minimal supervision a must. Possession of an appropriate <br />driver's license valid in the state of North Carolina. CPR and first aid certification. (Training will be provided for CPR and <br />first aid to qualified personnel.). ~- <br /> <br /> <br />
