WASTE REDUCTION / RECYCLING COORDINATOR <br /> <br />General Definition and Conditions of Work: <br />Performs difficult technical work in the development and operation of a County-wide waste reduction and recycling <br />program; does related work as required. Work is performed under the regular supervision of the Solid Waste Manager. <br />Supervision may be exercised over a small group of subordinate personnel. <br /> <br />This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, <br />and a negligible amount of force constantly to move objects. Work requires reaching, walking, fingering', and repetitive <br />motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is <br />required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing <br />written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, <br />and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions. <br /> <br />Essential Functions / Typical Tasks: <br />Assists with development, implementation, and enforcement of waste management and recycling operating rules and <br />regulations; conducting research and compiling related data; collecting recyclables from convenience centers; <br />researching market data for recyclables; preparing and maintaining files and records; <br />Works closely with commercial and industrial companies in reducing their waste, and ultimately reducing the waste <br />stream for the County; <br />Serves as the County's representative and information source for waste reduction and recycling programs; <br />Publicizes and promotes waste reduction and recycling services and programs; <br />Trains landfill employees on screening, classification and processing of solid waste and recyclables; <br />Researches recyclable materials market, establishes an end market for recyclable materials, and negotiates best price; <br />Researches methods to increase waste handling efficiency and best use of personnel; <br />Collects and compiles data on recycling tonnage, prepares county and state reports; <br />Prepares and presents recycling education and training programs to citizens, students, industries and businesses; <br />Oversees landfill operation and staff in the absence of the Solid Waste Manager; <br />Operates equipment to collect and transport recyclables; <br />Performs the duties of landfill employees as required; <br />Codes purchase orders, processes accounts payable, and prepares various other reports for the solid waste department; <br />Prepares and implements recycling and community service budgets; <br />Coordinates activities at the yard-waste site; <br />Implements "White-Goods" handling and disposal projects; <br />Prepares notices and advertisements for service and schedule changes; <br />Performs related tasks as required <br /> <br />Knowledge, Skills And Abilities: <br />General knowledge of the principles arid practices of waste reduction and recycling programs; general knowledge of <br />current and projected trends in the recycling of solid waste from residential, commercial, and industrial facilities; some <br />knowledge of the general principles and practices of budget preparation and administration; general knowledge of the <br />principles and practices to promote, implement, and maintain public awareness and citizen involvement programs; ability <br />to understand and follow oral and written instructions; ability to solve problems within the scope of responsibility <br />assigned; ability to establish and maintain effective working relationships with officials, other employees, and the <br />general public; ability to serve as a representative of the County and speak before citizen group. <br /> <br />Education And Experience: <br />Any combination of education and experience equivalent to graduation from an accredited community college with <br />major course work in Environmental Science, Public Health, Environmental Health, Public Administration or related <br />field. Four year degree preferred. Some experience in the implementation and management ora solid waste recycling <br />program. <br /> <br />Special Requirements: <br />Possession of an appropriate drivers license valid in the State of North Carolina. Possession of an appropriate <br />weighmaster license. <br /> <br /> <br />
