WASTE REDUCTION / RECYCLING COORDINATOR General Definition and Conditions of Work: Performs difficult technical work in the development and operation of a County-wide waste reduction and recycling program; does related work as required. Work is performed under the regular supervision of the Solid Waste Manager. Supervision may be exercised over a small group of subordinate personnel. This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Work requires reaching, walking, fingering', and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions. Essential Functions / Typical Tasks: Assists with development, implementation, and enforcement of waste management and recycling operating rules and regulations; conducting research and compiling related data; collecting recyclables from convenience centers; researching market data for recyclables; preparing and maintaining files and records; Works closely with commercial and industrial companies in reducing their waste, and ultimately reducing the waste stream for the County; Serves as the County's representative and information source for waste reduction and recycling programs; Publicizes and promotes waste reduction and recycling services and programs; Trains landfill employees on screening, classification and processing of solid waste and recyclables; Researches recyclable materials market, establishes an end market for recyclable materials, and negotiates best price; Researches methods to increase waste handling efficiency and best use of personnel; Collects and compiles data on recycling tonnage, prepares county and state reports; Prepares and presents recycling education and training programs to citizens, students, industries and businesses; Oversees landfill operation and staff in the absence of the Solid Waste Manager; Operates equipment to collect and transport recyclables; Performs the duties of landfill employees as required; Codes purchase orders, processes accounts payable, and prepares various other reports for the solid waste department; Prepares and implements recycling and community service budgets; Coordinates activities at the yard-waste site; Implements "White-Goods" handling and disposal projects; Prepares notices and advertisements for service and schedule changes; Performs related tasks as required Knowledge, Skills And Abilities: General knowledge of the principles arid practices of waste reduction and recycling programs; general knowledge of current and projected trends in the recycling of solid waste from residential, commercial, and industrial facilities; some knowledge of the general principles and practices of budget preparation and administration; general knowledge of the principles and practices to promote, implement, and maintain public awareness and citizen involvement programs; ability to understand and follow oral and written instructions; ability to solve problems within the scope of responsibility assigned; ability to establish and maintain effective working relationships with officials, other employees, and the general public; ability to serve as a representative of the County and speak before citizen group. Education And Experience: Any combination of education and experience equivalent to graduation from an accredited community college with major course work in Environmental Science, Public Health, Environmental Health, Public Administration or related field. Four year degree preferred. Some experience in the implementation and management ora solid waste recycling program. Special Requirements: Possession of an appropriate drivers license valid in the State of North Carolina. Possession of an appropriate weighmaster license.
