He stated the event would provide an opportunity =o help those persons in need in Cabarrus County. Also, he presented a video ex~laining =he Convoy of Hope organization and its purpose in assisting those in need. WON MOTION of Chairman Fennel, seconded by Commissioner Privette and ---nimously carried, the Board adopted the following Proclamation. Cabarrus County Board of Commissioners PROC~,~MATION The Convo~ of Hope ia a nonprofit organization founded to assist churches in reaching out to the lost and hurting in their community. They work with local organizations a~ churches to feed the hungry and make sure all those who come ars cared for and loved, and At the event, they seek to meet =he physical and spiritual needs of each ~uest and encourage local churches and groups to continue reaching out to people in their community, and WHEP~EAS: Their mission is =o unite and mobilize local churches .across denominational, racial and socioeconomic lines to help =hose in need by. combining the distribution of nutritious food with Christian ministry in a festive at~sp~rs, and ' The purpose is to brin~ together thousands of Christian volunteers, churches, civic organizations, and businesses across the United States to assist families in need, NOW ~FOP~E, we the Board of Co~n~ssioners of Cabarrus Cou~ty, North Carolina, proclaim November 18, 2000, as CO~ZOY OF HOPE DAY in cabarrus County. Fennel, Chai~Tna_n Cabarrus County Commissioners OLD BUSINESS Co~unities - Jonethan Mars~ll In response to the Board's request on May 15 for information on the status of sewer service in the Fisher=own and Princeton Park communities, Mr. Marshall estimated that approximately 100 residences in those conmlunities do not have sanita~ sewer. Ha stated some of the homes were outside the initial co~u.nlty development project area, s~e rsside~nts were above the commonality development income eligibility raquiraments and some res/dents had chosen not to connect- to the sewer service when it was initially offered. Mr. Marshall advised there is rock in the area, thus making it costly ~o install sewer. He estimated the project cost at approximately $500,000.00 hut stated it would be necessary to hire un engineer to give exact estimates if the Board should choose to pursue sewer for the area. Finally, Mr. ~rshall pointed out that the City of ~nnapolis now owns the water and sewer lines in the Fisherto~ and Princeton Park co~unitias. Ms. Kelly Sifford, Senior Planner, discussed the availability of HOME and Community Development grant funds. She stated the County could use HOME f~nds to connect those homes that can be sel-~ad with existing sewer lines and could apply in the spring for Co,unity Development Block ~rant funds for water and sewer extensions. Ms. Betty Cannon, resident of Charleston Avenue in Kannapolis, commented on =he need for sewer in the area. Stating the City of Kannapolis had declined any assistance to the residents, Ms. Cannon thanked the Board for any assistance the County could provide to ~h~ communities. ~FPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board directed staff to pursue the appropriate Come, miry Development Block Grant application and granted the Cb~airman authority to sign the application on behalf of Cabarrus County.
