Harrell's Land Development Co., Inc. request the Cabarrus County Commissioners t..~ <br />waiver the_impact fees and comm,m area for the oroposed Cabarrus Farms Suhdlv~,m due to the <br />cost being incurred by our company, to extenqt the Muddy Creek ~o-;*~--y ~,~,~r lntere~pt~r, The <br />Muddy Creek Interceptor is currently on WSACC's capital improvements agenda for the Midland <br />Area. WSACC does not have the funds appropriated to extend the Sanitary Sewer trnnk line up <br />the Muddy Creek Basin. <br /> <br /> T. L. Harrell's Land Development Co., Inc. has made a proposal to install the Muddy <br />Creek Sanitary Sewer trunk line per WSACC's approval and design at an estimated cost of <br />$750,000.00. WSACC's Board of Directors has approved a contract at their Sept. 21, 2000 <br />meeting for T. L. Harrell's Land Development Co., Inc. to provide the funds for the design and <br />installation of this project. The Sanitary Sewer would serve Cabarms Farms Subdivision aud the <br />new elementary school site purchased on Midland Road. The new Bethel Elementary School will <br />be approximately 1800 feet ~om th~ Cabarms Farms Subdivision entrance located at the <br />intersection of Bethel School Road and Midland Road. Jonathan Marshall has indicated that a <br />public park for the Midland Area is proposed on portion of the property at the new elementary <br />school site. <br /> <br /> The current impact fee of $500.00 per lot would come to a total of $97,000.00 available <br />to Cabarrus County fxom the Cabarms Farms Subdivision. The 2.5 acre common area required by <br />the existing Cabarms'County Subdivision Ordinance would cost T. L. Harrell's Land <br />Development Co., Inc. approximately $35,000.00 in land and play ground equipment. The <br />combined monetary benefit to Cabarms County would be a total of $132,000.00 for the Cabarrus <br />Farms Subdivision. Thl.q sanitary sewer would be an additional financial benefit to Cabarrus <br />County in the amount of $618,000. This does not take into account the time schedule for building <br />the new elementary school. Jonathan Marshall has indicated the new elementary school <br />construction will start in approximately three (3) years and it is crucial for the Sanitary Sewer to <br />be available for this timely schedule to occur. <br /> <br /> <br />
