c~estions <br />Newton on <br />addressed <br />submitted <br /> <br /> Mr. Marshall distributed a list of comments from khe public hearing on <br />September 18, 2000 and staff's response to each of those comments. He <br />reviewed the following issues: {1} affordable housing; {2) the connectivity <br />ratio involving cul de sacs; (3} requirements concerning the cpnstruction of <br />sidewalks; (4) non-conforming uses and structural repairs to non-conforming <br />structures; (5) location of sexually oriented businesses; (6) the 80 square <br />foot outs/de storage requirement related to home businesses; (?) existing <br />comprehensive plans for areas of the County; (8) parking restrictions; and <br />(9) ex/sting home businesses, <br /> <br /> During review of the public hearing co~ents, the Board discussed the <br />definition of 'affordable housing." There was also lengthy discussion <br />concerning cul dm sacs, traffic safety issues and street connectivity <br />requirements for subdivisions. <br /> <br /> Mr. Mike Quickel, Vice President of the Cabarrus County Building <br />Industr~ Association, described affordable housing as being priced under <br />$90,000.00. He stated & ~starter" home in Cabarrus County now costs <br />approximately $95,000.00 to $95,000.00. <br /> <br /> Mr. Martsell addressed the issue of the Poplar Tent Beautification <br />D/strict and the proposed UDO. <br /> <br /> Marshall also distributed a list of written responses to those <br /> and/or concerns for Articles i - 3 that were submitted by Mr. Jerry <br /> September 18, 2000. The remainder of Mr. Newton's concerns will ~e <br /> at a later date. F~rther, Mr. Marshall 9resented a list of couunents <br /> by a group of engineers and the response by staff to those <br /> <br /> Mr. Marshall reviewed Article 14, A~equate Public Facilities, of the <br />proposed UDO. We discussed levels of service and the determination of <br />adequacy of public facilities. Mr. Marshall stated the following categories <br />are addressed by the UDO public facility standards: (1) Water, including raw <br />water and water treatment capacity; (2) Wastewater treatment; (3) Roads; and <br />(4) Schools. <br /> <br /> There was general discussion by the Board regarding the following <br />issues: growth in Cabarrus County; past efforts to address adequate public <br />facility issues; current levels of service; determination of adequate levels <br />of service; and the Board's responsibility to deal with public service issues <br />and to maintain the quality of life for current residents. <br /> <br /> Mr. Marshall advised that the Planners from the County and the cities <br />of Concord and Kannapolis would compile a list of questions and/or concerns <br />presented at the public hearings. Staff will prepare responses and/or <br />recommendations concerning those issues. ;tlso, Mr. Marshall stated staff <br />would prepare an itemized listing of recommended changes to the draft UDO. <br /> <br />Adjournment of Meetin~ <br /> <br /> There being no further business to come before the Board, Chairman <br />Fennel adjourned the meeting at 8:45 p.m. <br /> <br />Clerk to the Board <br /> <br /> <br />
