5'~9 <br /> <br /> The Board of Commissioners for the County of Cabarrus held a <br />continuation of a recessed meeting in the Multipurpose Room at the Cabarrus <br />County Governmental Center in Concord, North Carolina, on Monday, October 2, <br />2000, at 6:30 p.m. <br /> <br /> Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Coy C. Privette <br /> Absent - Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., CoUnty Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; Mr. John Day, Deputy County <br />Manager for Operations; Mr. Jonathan Marshall, Planning Services Director; <br />Mr. Mike Downs, Development Services Director; and Mrs. Frankie F. Bonds, <br />Clerk to the Board. <br /> <br /> Chairman Fennel called the continuation of the recessed meeting to <br />order at 6:35 p.m. <br /> <br />A~pr~val of the A~enda <br /> <br /> Chairman Fennel listed the following Agenda items to be discussed <br />and/or considered by the Board on this date: (1) Purchase contract and lease <br />agreements for the First Union Bank Building; (2) Lease Agreement with the <br />Cabarrus County Agricultural Fair Board of Directors; and (3) Proposed <br />Unified Dev~lopmen~ Ordinance (UDO). <br /> <br /> ~ON MOTION of Chairman Fennel, seconded by Commissioner Carpenter and <br />Unanimously carried, the Board approved the items of the Agenda as listed. <br /> <br />First Union Bank Buildin~ <br /> <br /> Commissioner Carpenter, an employee of First Union Bank, asked to be <br />excused from consideration of the purchase contracts and lease agreements <br />with First Union. <br /> <br /> U~ON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and <br />unanimously carried, the Board voted to excuse Commissioner Carpenter from <br />consideration of the purchase agreement and lease agreements related to the <br />First Union Bunk Building. <br /> <br /> Mr. Clifton reviewed the prior action by the Board authorizing the <br />acquisition of the First Union Bank Building conditioned upon the lease back <br />by First U~fon of three areas totaling approximately 25,000 square feet. He <br />presented the purchase contract and three lease agreements for formal <br />approval by the Board. Plans are to use the upper four floors of the <br />building 'to house those offices currently located in the basement of the <br />Courthouse. <br /> <br /> ~PON MOTION of Chairman Fennel, seconded by co~issloner Privette with <br />Chairman Fennel a~d Commissioners Privette and Bernhart voting for and <br />Commissioner Carpenter abstaining, the Board approved the contract for the <br />purchase of the First Union Bank Building at the cost of $550,000.00 and <br />approved the three lease agreements for the lease back of the following areas <br />by First Union Bank: (1) Drive-in teller operation; (2) Banking operation in <br />the lobby; and [3) offices located on the mezzanine. Further, the Board <br />authorized the County Manager to execute the purchase contract and the three <br />lease agreements on behalf of Cabarrus County. <br /> <br /> Chairman Fennel briefly reviewed a proposed Lease Agreement between <br />Cabarrus County and the Cabarrus County Agricultural Fair, Inc. for the <br />FairgroUnds property. The period of time would began upon execution of the <br />lease and would end on December 31, 2001. Chairman Fennel stated the Fair <br />Board would meet in the near future to consider the transfer of the <br />Fairgrounds property to the County along with proposed lease. <br /> <br />Review of the Pro~osed Unified Development Ordinance <br /> <br /> Bach Board member received a copy of a draft Unified Development <br />Or~inance (~DO) that specifically referenced Cabarrus County and the General . <br />Statute citations related to County government. <br /> <br /> <br />
