TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Jim Cook, Social Services DirectOr <br />10-9-00 · <br />Budget Amendment Request <br /> <br /> Attached is a budget amendment request that I am asking you arrange to have the <br />Board of Commissioners consider at its meeting of 10-16-00. This amendment request <br />does not seek the appropriation of additional county funds. However, revenues are <br />affected. <br /> <br /> . This amendment incorporates into the budget funds which have been allocated or <br />granted to the County since the approval of the budget for the current year. These <br />allocations and grants are as follows: <br /> <br />1) The State allocated the Department $137,589 more in child day care subsidy funds for <br /> Iow-income working families than was anticipated at the time the budget was <br /> adopted. The Cabarms Partnership for Children has allocated $500,000 more than <br /> anticipated at the time the budget was adopted, again for child day care subsidies for <br /> low-income working families. <br />2) The actual allocation for Cabarrus County for adult day care services was $5,199 <br /> more than anticipated at the time the budget was approved. The additional $650 in <br /> 12.5% county match for these funds is provided by a reduction in expense for the <br /> General Assistance Program. <br />3) The last session of the General Assembly appropriated Work First Program (TANF <br /> federal) funds for help in the form of temporary emergency assistance and counseling <br /> of victims of domestic abuse to assist them in moving off of or avoiding welfare. <br /> Each county, including Cabarrus, was allocated $30,000 in this funding. In <br /> consultation with CVAN, we plan to use the Cabarrus allocation for purchased <br /> services and emergency assistance payments. <br />4) Again, the last session of the General Assembly appropriated a total of $7.5 million <br /> for additional staff at county departments of social services to meet the increased <br /> need for child welfare services for abused and neglected children. Cabarms County's <br /> allocation is $49,560. The Department plans to use these funds for treatment services <br /> purchased under contract from Piedmont Area Mental Health. <br />5) The Department received approval at the 6-14-00 meeting of the Board of <br /> Commissioners to apply for a State grant in behalf of the Cabarms County Child <br /> Protection Team. The grant was to be for a public information campaign on child <br /> safety issues, like use of child safety seats and safe baby crib arrangements.
