I would also like to
ask the Board to thank the community planning committee it appointed last August for
the fine work it did in updating the plan. Finally, would like to ask the Board to reaffwra
and modify the request it made to Senator Hartsell in August that he pursue an extension
of the Work Over Welfare demonstration program.

Included in this package as Attachment I, is background information, originally
presented in August, relating to the State requirement that all counties update their Work
First Block Grant plans, and to the performance to date of Cabarrus County's welfare
reform efforts. This attachment includes a list of persons who served on the planning
committee.

Also included in this package is a Copy of the proposed updateto the plan entitled
"Cabarms County Work First Block Grant Plan for FY 2001-03'.

DevelOpment and Public Review of the Proposed Plan

Staffofthe Department reviewed operations and progress under the existing plan,
as well as features of county plans provisions which had been tried in other communities.
Staff identified areas in which program policies could be further refined within the plan
for file coming two years to support the prevention of welfare dependency. The full
planning committee met two times in the preparation of the proposed plan. The planning
committee reviewed and recommended enhancements to the staff-proposed policy
enhancements. Most significantly, the committee worked tO identify areas in which'
community resources available to support economic self-sufficiency could be
strengthened through further cooperative efforts.

At its meeting of October 31, the planning committee approved the proposed plan
which is included here.

Department of Social Services
1303 South Cannon Blvd. Karmapolis, NC 28083 (704)939-1400
