UPON MOTZO~ of Commissioner Bar,hart, seconded by Chairman Fennel and unanimously carried, the Board approved the preliminary plat for Cabarrus Farms Subdivision, Petition C00-07 (S), with the noted stipulations, including the consideration of ~he sewer line construction as a contribution towards the adequacy of public facilities. Further, a recreation area will not be required within the subdivision due to the sewer line construction that will serve the future school replacement site and school/park Site, The content of a consent agreement between the County and the developer will be based on the September 29=h letter subn~ttsd by T. L. He stated there is an issue regarding school adequ&cy that the developer may wish to address. The County Schools Transportation Director has requested a two-year delay in approving new subdivisions to allow the completion of new schools currently under construction. Mr. Marshall stated approve! of the subdivision should include the conditions that the developer obtains water and sewer service from the City of Kam~apolis as well as necessary approvals for the frontage thatis located within the City. Mr. Richard Simmons, One of the developers . for Central Park Subdivision, discussed plans for the proposed subdivision. He stated the developers would do whatever is neoessar~ to support the school system. Ffnally, Mr. Simmons confirmed an offer to contribute $500.00 per lot toward school adequacy. UPON MOTZON of Commissioner BaL-nhart, seconded by Commissioner Privette and unanimously carried, the Board approved the preliminary plat for Central Park subdivision [C00-0S(S)] by aichard Simmons and Stephen Hawfteld with the acceptance of the' offer by the developers to contribute $500.00 per lot to support the adequate facilities of the schools and including the conditions that the developer obtains water and sewer service from the City of W~n~apolis along with the necessary approvals from the City of Kannapolis on the entrance area of the subdivision that is located within the city lintits. Water & Hewer Authori~ of Cabarrus county (At-Large Appoin~-nt) Chairman Fennel ~de a motion to appoint Mr. Mike Quickel to fill the at-large position on the Board of Directors for the Water and Sewer Authority of Cabarrus County. Commissioner Prtvette seconded the motion. Commissioner Barnhar= recommended that the Board seek input from the municipalities re~arding the appointment of Mr. Quickel. Mr. Har~sell explained that the charter establishing the Water and Sewer Authori~y states that the County Commissioners make the aC-large appointment 'with the advice" of the municipalities.
