Nike ~ickel to 2he <br />a~-large position on ~he ~ater and Se~er Au~hori~y Board ol Directo~s and is <br />seeking ~eir input conce~in9 tha~ appointment. <br /> <br /> The Board will a~ain conside~ the appo~nt~nC at its n~t meeting on <br />N~e~e: 20, 2000. <br /> <br /> Chairman Fennel opened the meeting for Informal Public Comments at 9:05 <br /> <br /> Mr. Gary Frye expressed concern that parents do not have control on <br />what their children are being taught in p~blic schools. He stated the <br />National Education Association is promoting an agenda across the country that <br />seeks to take away parental authority. He requested the Board's assistance in <br />addressing this problem on the local level. <br /> <br />DISCUSSION & ~ESPONSE TO INFO~)~AL PUBLIC C~S (if needed) <br /> <br /> chairman Fennel commented on the importance of parental rights. He also <br />stated the need for parents to be n~re involved with the education of their <br />children. <br /> <br /> Commissioner Casper ~nounced she had to leave the meeting and <br />expressed objections to 'editorial posturing' during Board meetings. <br /> <br /> C~irman Fennel excused Co~mdesioner Casper from the meeting. She left <br />the meeting at 9:10 p.m. <br /> <br /> Commiseioner Carpenter urged the public to vote on Noven~er 7 and to <br />look at each candidate carefully. <br /> <br /> Commissioner Carpenter commented on the recent death of Mr. Wayne <br />Irvin, stating Mr. Irvin was active in the Odell and Poplar Tent communities <br />and will be m/seed by a11. Also, she asked that the meeting be closed with a <br />prayer in memory of Mr. Irvin and the sailors killed on the U.S.S Cole. <br /> <br /> Commissioner Barnhart referenced a recent 'Letter to the Editor" <br />regarding Mr. Irvin. Be acknowledged disagreements with Mr. Irvin conceding <br />the Odell Community but staked he respected Mr. II,in as he stood up for what <br />he believed in. <br /> <br /> Commissioner Privette offered a prayer in memory of Mr. Irvin and the <br />sailors killed during the housing of the U.S.S. Cole. <br /> <br />P~PORTS <br /> <br /> The following reports were included in the Reports section of the <br />Agenda: (1) Status Report on Liability and ProperCy Insurance Fund; and (2) <br />Annual Report for Fiscal Year 1999-2000 - Cabarrus County Parks, Recreation <br />and Property Maintenance Department. <br /> <br /> Mr. Clifton reported on the completion of the successful Un/ted Way <br />ca~aign for County Government. Employees contributed over $22,000.00 with a <br />50 percent participation rate and an increase of 10 percent in contributions <br />over lae~ year. <br /> <br /> Mr. Clifton advised that the North Carolina Association of County <br />Commissioners had invited Board men~ere to atter~ a meeting on October 18, <br />2000, to discuss the Board's proposed legislative goal concerning a study of <br />the Department of Transportation funding priorities. <br /> <br />There being no further business to come before the Board, Chairman <br /> <br />Clerk to the Board <br /> <br /> <br />
