a. Activities/support services that will enable us to meet this goal: We will <br /> continue to work with both existing transportation providers, as well as private <br /> business, to better ensure that transportation needs are met for the families that <br /> we serve. There will be an ongoing effort to seek out more efficient <br /> transportation, with the ultimate goal of having participants in the program <br /> obtain a private vehicle for their job. We will begin this process with our <br /> Cars for Work Program. <br />b. Who will carry these services out: DSS statfwill coordinate services, which <br /> will be provided by a variety of providers in the area. <br />c. Where will they take place: Coordination will take place at the department, <br /> with services being provided where it is needed. <br />d. Measures of outcomes: The numbers of individuals able to access and <br /> maintain employment will be a measure of how successful the upgrading of <br /> transportation has been. <br /> <br />VIL Administration <br /> <br />A. Authority for Administration of the Work First Program <br /> <br />The Cabarrus County Board of Commissioners has final authority for the <br />administration of our local Work First Program. They have delegated this <br />responsibility to our local Social Services Board, who in turn has given authority to <br />the Director for administration. <br /> <br />B. Agency Organization <br /> <br />The department has five distinct divisions, operating under the Director. They <br />include Administration, Adult Services, Child Support, Child Welfare, and Family <br />Services. Family Services is the umbrella that houses Employment Services and <br />Family Assistance Income Maintenance programs. In order to expedite services to <br />families, most services are located at the department. This includes Employmerit <br />stafl~ both services and assistance, which work closely together, but are distinctively <br />separate. ESC staff, UFS Stab and Cooperative Christian Ministry staff, are all co- <br />located here to provide a wide range of comprehensive employment and supportive <br />services. The agency utilizes the lobLink Career Center for counseling and training. <br />The Program Administrator is a member of the JobLink Management Team. <br /> <br />C. First Stop Program <br /> <br />Contracted on-site local ESC staff provide First Stop for applicants. Two co-located <br />ESC staff persons provide First Stop as well as a full spectrum of employment <br />assistance to anyone coming into the agency and seeking assistance. DSS reimburses <br />ESC for the full salaries of these two staffpersons. <br /> <br />D. Community Service Programs/Work Experience <br /> <br /> <br />
