The Community Service Program or Community Work Experience will be unpaid <br />work experience that is used to provide work activities for those participating, but <br />unable to obtain full-time employment for any reason. If they have barriers that <br />prevent them from securing a job, or if they are working part-time only, the <br />Community Service Program will benefit them, by keeping them active, and in a <br />work-type mode, as well as help them gain needed employment and employment- <br />related skills. In addition to public and private non-profit agencies, the department <br />will expand this program into the private for profit sector, which can include day care <br />centers, nursing homes, and rest homes. Potential Community service Sites that the <br />department presently has are as follows: <br /> <br />1. Cabarms County DSS <br />2. Senior Centers (Cabarrus County and Karmapolis) <br />3. Cabarms County Landfill <br />4. Public Schools (Cabarrus County and Kannapolis) <br />5. Public Libraries <br />6. Concord Housing Department <br />7. Child Day Care Centers <br />8. Cabarms County General Services <br /> <br />E. Child Care, Transportation, and Substance Abuse Services <br /> <br />The family needs for childcare, transportation, and the problem of substance abuse <br />can be the most devastating challenges and detriments to employment. It is our hope <br />to address these needs in the coming year to best enSUre that problems facing those <br />entering employment are minimized. <br /> <br />1. Child Care: In recent years, we have had access to sufficient amounts of subsidy <br /> and Smart Start funds to avoid anyone not being able to obtain or maintain <br /> employment due to a lack of child care. Recent changes in the state subsidy <br /> systems and increased market rates make it somewhat likely that at some time <br /> during the coming'fiscal years we will have a waiting list for child care. It is our <br /> hope, and we are planning to prioritize the list so that CPS is exempted, and Work <br /> First Employment participants are the top priority group. We are working with ' <br /> the local Parmership for Children to identify more subsidy, and have been in <br /> contact with the local ESC manager to identify employers who may be receptive, <br /> if the need arises, to contribute matching subsidy funds to assist with child care <br /> for employment. <br />2. Transportation: In Cabarrus County, transportation has consistently been a <br /> barrier to steady employment. We have a human services van system, bm they <br /> work only first shift and not on weekends, and will not do demand/response <br /> transportation, which in many cases is needed for job seekers. Taxis supplement <br /> transportation here, and in fact, provide the bulk of the employment <br /> transportation. This is because they are more reliable, and tend to get employed <br /> <br /> <br />
