clients to the job on time. We provide some reimbursement for mileage, when the
client has a vehicle. Presently, we are in the process of starting a Cars for
Program here, in order to assist clients in need ora car, the ability to obtain one.
We are presently working with an outside volunteer to coordinate, and three
dealerships to donate used cars. We are also investigating the use of retired
county vehicles for this. All cars will be assessed by a mechanic for road
worthiness. In addition, we are exploring other means of coordinating
transportation, particularly to Concord Mills Mall, near Mecklenburg County.
One method would be to supply feeder transportation to pick-up sites around the
county where a private bus line, the Concord Express runs regularly to the mall.
We will also discuss with mall management the possibility of assistance with the
cost, in exchange for our assistance in supplying employees.
Substance Abuse Services: Substance abuse screenings are done on all
applicants for Work First who are not diverted from applying. In instances where
screenings indicate that there is substance abuse, the intake social worker contacts
Piedmont Behavioral Healthcare and sets up the initial appointment, while the
client is present. Clients will be' screened at every review by a Human Resource
Placement Specialist.

F. Domestic Violence Services

At the present time, Cabarms County has been working to reach an agreement for
domestic violence-services. The local Mental Health Agency has declined, and we
are talking with the local battered women's shelter, Community Victims Assistance
Network (CVAN) and United Family Services (LrFS) to be a provider. Using the
state start up funding of $30,000.00, it is planned that UFS will work with Work First
families identified as victims of domestic violence, and that families who fall under
the 200% category will be referred to CVAN. Clients will be screened at each review
by a social worker.

G. Utilization of Public and Private Resources to Move Families to Self-Sufficiency

Cabarms County plans to utilize the Centralina Workforce Development Board to
assist in moving families t.o self-sufficiency. The Chairman and Director of the WDB
both sit on the Work First Planning Committee, and the Program Administrator of the
Family Services Division is a member of the WDB. Close working relationships with
the WDB supports a working relationship with the Cabarrus Regional Chamber of
Commerce and the JobLink Career Center.

H. Appeals Process

As an electing county, Cabarrus County has developed a plan to deal with possible
appeals from clients. The initial appeal will be handled in the same manner that it is
currently managed. The agency Hearing Officer will hear the appeal and render a
decision. If the client requests an additional appeal, we are planning to contract with
