a local law fn-m to have an attorney serve as the Hearing Officer. If they should <br />appeal this, it would go to Court. <br /> <br />Eligibility Criteria <br /> <br />A. Descrintion <br /> <br />The Cabarrus County Work First Program will follow the State rules with the below <br />stated exceptions, which we believe makes the program more fair and equitable to all <br />families receiving assistance. <br /> <br />B. Changes in Eligibility Requirements or Benefit Levels <br /> <br />1. When there is a child or children in the home receiving SSI, we recommend that <br /> the children's SSI benefits be counted as income for the household,.just as Social <br /> Security presently is counted. If the adult in the household receives SSI, it is not <br /> counted, as the receipt of SSI would be a determination that the adult cannot <br /> work. <br />2. In our present system, with WOW waivers, when a person doesn't cooperate with <br /> WOW/Work First requirements without good cause, their check is not issued for <br /> the month following non-cooperation, and is not restored until they do cooperate. <br /> Three (3) consecutive months of non-cooperation results in the WFFA case being <br /> temdnated. We propose that the cash assistance case be terminated effective the <br /> first month following non-compliance. This would help with the federal <br /> participation rate. The client will be advised of this policy up front, and given <br /> adequate notice of proposed action. <br />3. Anyone who voluntarily quits a job without good cause, would be ineligible for <br /> WFFA until they return to work. Employment services will continue to be <br /> provided for thirty (30) days. <br />4. Any applicant for WFFA must meet with Child Support staffwithin ten (10) days <br /> of application or it is denied, unless there is good cause for not pursuing child <br /> support. <br />5. Ifa person is convicted of fraud when receiving WFFA, they have a permanent <br /> disqualification from the program. <br />6. An applicant, when it is determined that they can best be served by Benefit <br /> Diversion, can receive up to.$1,200.00 as a one-time payment. They would not <br /> be able to apply for ongoing benefits for a period of three (3) months. This would <br /> be an effort to simplify the New Focus process, by avoiding the combining of <br /> several programs into a single benefit package. They must attend budgetary <br /> counseling in conjunction of receipt of this benefit. <br />7. Presently, a parent is exempted for twelve (12) months with the "S" exemption <br /> when they have a child under the age of one (1). This would be reduced to three <br /> O) months per child. It is our feeling that the longer the period of time an <br /> individual is out of the work force, the more difficult it is to get them back in. As <br /> an additional incentive to return to work, we would encourage a parent to start <br /> hack workin~ after six (6~ weeks, with the understandin~ that if this did not work <br /> <br /> <br />
