CABARRUS COU <br /> <br />N§RIN CABOLINA <br /> <br />MEMORANDUM <br /> <br />To: Board of Commissioners <br /> <br />Date: November 1, 2000 <br /> <br />Re: Highway 49 Exposition Park <br /> <br />A final resolution on whether the Cabarrus County Agricultural Fair, Inc. will operate the annual county <br />fair from 2002 and beyond has not yet been made. Discussions continue with some final action to occur <br />soon (hopefully). At issue is whether the new site will be ready for the September 2002 fair week. <br /> <br />However, it is time to move forward with the design and construction of facilities at the site i_f <br />September 2002 is to be a realistic availability goal. It is hoped the County Commission will authorize <br />the following actions at the November 20th Board meeting. <br /> <br />Authorize the County Manager to enter into agreements with Leisure and Recreation Concepts, <br />Inc. (LARC) for the services outlined in the attached proposal. <br /> <br />The proposal is for Phase I of the project inclusive of the Multi-Use Events Center, <br />stalls/storage/loading facility, meeting rooms/offices, the exhibit halls H and G along with the <br />fairground area (midway) and associated parking. <br /> <br />Authorize the County Manager to enter into agreements with the firm of Overcash - Demmitt <br />Architects for architectural and 6ngineering support services based on the design schematics <br />developed by LARC. <br /> <br />Authorize the County Manager to advertise and employ a facility manager (title to be <br />determined) to oversee the new facility and act as project manager during the development <br />stages. Estimated compensation range would be $60 - $75,000 depending on experience, etc. <br /> <br />Authorize the appropriate budget allocations as provided at the November 20th meeting for: <br />(A) LARC <br />(B) Architect/Engineers (local) <br />(C) Staffing position <br /> <br /> <br />
