Human Resources
Cabarrus County

MEMORANDUM

To.'

From:

Date:

Subject:

Frank Clifton, County Manager

Don CummingS'

November 14, 2000

BOC Request - Military Leave Recommendations

At the October 16, 2000 Board of Commissioners meeting I was asked to provide a recommendation
regarding additional compensation for employees who also serve in the National Guard or a Military
Reserve unit and are activated for an extended Period of duty.

I contacted various counties and cities requesting information on their policies. Most have identical
or similar policies to ours. None provide additional compensation outside of the time normally
needed for monthly and summer training.

Additional research indicates the County is in compliance with current laws relating to Guard and
Military service. However, a couple of questions surfaced which may impact our policy. I will
follow up and come back to you and the Board if necessary.

At this time there are two (2) County employees covered by the policy. A copy of the Personnel
Ordinance, Article VI, Section 27. Military Leave is attached for reference.

I recommend the current policy be maintained. The Board may address the activation impact on
employees if and when it occurs. Consideration of the number of employees activated, expected
length of the activation, cost of replacement employees, actual pay difference involved, etc. could be
reviewed and acted upon in the best interest of the County and the activated employees.

I am available if additional information is needed.
