Octobex 24, 2000 <br /> <br />CABARRUS HEALTH ALLIANCE <br /> <br />Lot 61.- The complaint is that the septic tank needs dirt around it. At the time of the <br />investigation there did not appeax to be any problem with the tank or the dminfielcL <br /> <br />GENERAL COMMON'rs <br /> <br />A total of fifteen lots were identified by the Osprey Lake Homeowners Association as being <br />environmental problems. Of the fifteen, Only lot 9 posed a potential public health problem. <br />DIx. Wiggins (the developer) was notified by the Cabarrus Health Alliance of the problem at <br />9:00 am on October 23, 2000 and.corrective action was taken that same day. Follow up by' <br />this depaxur~ent was d6ne to ensure this problem was corrected. Item #4 of the second page <br />of the Osprey Lake I-Iomeowners Association written complaint states that repeated calls and <br />complaints ham been noted to the Cabarms Health Alliance about kakdng septi~ systems, faulty tanks and <br />drainfields, potential ha<ardous matedal frem seplic s. ystemt getting into vatemqs and eventualp the lake. <br />Low pressure drainfidds mith water ttanddng over them, inabili~ tO provide proof of perk tests shoming the <br />land couM adequately bom and evaporate the :rater from sep~c systems, nor ham tho been concerned mith all <br />th~ complaints registerea~ " <br />It is obvious from some of the complaints that the Osprey Lake Homeowners Association <br />does not haye a dear understanding of the laws and rules that govern on site ground <br />absorption wastewater disposal, systems. The use of the term "septic canister" for the pump <br />tank riser, the notion that the septic tanks are faulty or that the systems themselves are not <br />woxking because' they have been Pumped out within the first year of use, the idea that a <br />&ainfield is too shallow, that the systems are malfunctioning because there are "green" <br />streaks in the yards where the drain lines are located all indicates a cert, in amount of <br />misunderstanding on their part. Some of the problem may be that the individuals using the <br />system truly have no idea of what they have. The comment about faulty tanks and <br />dr~infields, potential hazardous mate6:l from septic systems~- gettipg into waterways and <br />evenv~ally the l~l~e is completely unfounded with absolutely no basis for those accusations. <br />On August 14; 2000 Mr. Wes Bell from NCDENR investigated the complaint concerning <br />hazardous material.~ getting into "the pond and found that complaint unjustified. The <br />co~rnent about low pressure drainfields with water standing over them makes absolutely no <br />sense because there are no low pressure drainfields even located in the subdivision. The <br />commen~ about inability to provide proof, of perk tests showing the land could adequately <br />hold and evaporate'the water from septic systems is also a strange comment since there have <br />been no perk test done in North Carolina since 1982, current laws and rules require that a <br />soils evaluation be performed on each site to determine the suitability of the site for ground <br />abso~tion wastewater disposal. These records axe public record and can be view at any time <br />at the Cabarrus Heath Alliance. It is also stated that it has taken repeated calls &nd ranl~ <br />p,~lling to get a response from this depaxi~uent and that one resident only got a response <br />only after questioning Mr. Osborne's friendship with the developer.
