CABA <br />11081B CABQLIMA <br /> <br />Attachraent E <br /> <br />Memo <br /> <br />To: <br /> <br />From: <br /> <br />Date: <br /> <br />Subject: <br /> <br />Mr. Frank Clifton <br /> <br />Development Services Director <br /> <br />November 1, 2000 <br /> <br />Osprey Lake Subdivision <br /> <br />Mr. Clifton, I have continued to research the complaints of the Osprey Lake <br />Homeowner's Association and noted the following findings: <br /> <br />1. The list of complaints was forwarded to Mr. Bob Farris of the Cabarrus County <br /> Health Alliance for his review. A detailed investigation was performed on each lot <br /> and the findings have been forwarded to you. Some of the complaints were validated <br /> and the corrections are in the process of being made. Overall, the Heal,th Alliance is <br /> satisfied that the homeowners within the Osprey Lake Subdivision are not being <br /> exposed to any public health dangers as a result of the septic systems in place at this <br /> time. <br />2. I have discussed the complaints of erosion control problems with Tony Johnson, <br /> Erosion Control Specialist, and found that there are not any existing violations at this <br /> time. <br />3. The complaint concerning water standing under several mobile homes is legitimate. <br /> The owner of each of these homes should contact the licensed set-up contractor and <br /> have them correct this as soon as possible. If the owner has trouble getting the <br /> contractor to respond our office will help to follow up with the contractor. This <br /> problem cannot always be detected at the time of the final inspection and does'not <br /> become evident until the next rainy day. There is a requirement in the building codes <br /> that ~tates that the grading should be suitable to avoid any water standing under the <br /> home. <br />4. Complaints of poor brickwork and broken vents within the skirting wails maybe <br /> justified but they are not something that our office can enforce. This requirement is <br /> within the covenants for the subdivision and must be settled between the homeowner <br /> <br /> Office of Development Services <br />RO.
