Support legislation to reinstitute state funding of local school system utilEy costs. <br /> <br />?ag~ 2 of 5 <br /> <br />Support legislation to appropriate state funds to add school health personnel in all counties so that <br />over a three-year period the state reaches a nurse/student ratio of 1:750. <br /> <br />Support legislation to maintain the current cap of 100 units on the number of charter schools, and to <br />strengthen state oversight and accountability of all charter schools, such as: requiring the posting of <br />performance bonds and requiting release of end of course test scores for charter school~ <br />simultaneously with the release of scores for other public schools. <br /> <br />5. Support legislation to require that a coun. ty where a special needs student has his or her permanent <br /> residence pay tuition (equivalent to the per pup current expense allotment) to a receiving school <br /> system in another county when the student enrolls in the receiving county's school system to take <br /> advantage of its special needs curriculum. <br /> <br />6. Oppose legislation to authorize local boards of education to exercise independent taxing authority. <br /> <br />HUMAN RESOURCES <br /> <br />Seek legislation to phase out county cost-sharing in the. Medicaid program. <br /> <br />Seek legislation reuniting the Division of Envircnmental'Health (currently in the Department of <br />Environment and Natural Resources)with the Division of Public Health in the Department of Health and <br />Human Services <br /> <br />Support legislation restructuring the mental health system to provide for county determination of <br />management and service structure, county monitoring of fiscal integr'r{y and accountability, and full <br />state funding of a basic benefit package for all citizens in need of mental health treatment. <br /> <br />Seek legislation providing that the state is responsible for providing services to children in need of <br />residential mental health treatment. <br /> <br />Support legislation to expand the use of community alternative placements for disabled adults who <br />qualify for State/County special assistance. <br /> <br />Oppose legislation to amend North Carolina's Certificate of Need law unless such changes retain the <br />integrity and viability of the state's county hospitals. <br /> <br />CRIMINAL JUSTICE <br /> <br />1. Seek legislation amending GS 7A-31 l(a)(1) to increase the fee for service of process to $25. <br /> <br />2. Support additional state appropriations to counties participating in the Criminal Justice Partnership <br /> Program to support increased costs of services and personnel. <br /> <br />PLANNING, DEVELOPMENT AND LAND USE <br /> <br /> 1.
