NCACC PROPOSED LEGISLATIVE GOALS <br /> savings to residential ratepayers. <br /> 0 <br /> <br />Pag~ 4 of 5 <br /> <br /> Aggregation. Seek legislation authorizing counties to aggregate electric power loads, thereby <br /> strengthening their ability to "shop" for electricity in a competitive market. <br /> "Ball out" of ElectricifleslStranded costs. Seek legislation staking a claim to the public's <br /> financial interest in the "bail out" of the ElectriCities municipal debt, and elimination of other utility <br /> stranded costs if a Competitive or Transition Surcharge is utilized. Specifically, the State should <br /> retain ownership of the portion of utility assets paid for by the public. <br /> Conservation/Environmental issues. Support legislation providing for energy conservation and <br /> · pollution emission control components as part of any electricity deregulation plan. <br />o Eminent Domain. Support.legislation requi/fng county commissioner approval for any proposed <br /> exercise of eminent domain power by any utility operating in a deregulated environment. <br /> (italicized language added'after October 31 meeting.) <br /> <br />ADDITIONAL COMMENTS AND PROPOSALS <br /> <br />The Association has developed the goals included In this brochure after considering approximately 100 <br />proposals from members and affiliate organizations, in the process we have removed from this list a number <br />of proposals which the organization supports. <br /> <br />These proposals have been removed from our list of goals for several, reasons. In some instances, general <br />support has been stated in the Association's Policy Statements (included herein). In others, we felt that the <br />level of financial commitment sought from the state was unrealistic or untimely or that the proposal was of <br />/ess statewide significance than others. Finally, some laudable proposals were abbreviated to eliminate <br />detail. <br /> <br />The Association wishes to state the following with respect to proposals or language not included in the goals <br />stated herein. <br /> <br />1. <br /> <br />Medicaid. In implementing the proposed phase-out of county cost shadng in the Medicaid program, we <br />believe that all counties should be relieved of some of this burden at all stages of any phase-out that <br />takes place over a multi-year period. We also support legislation to appropriate funds to increase the <br />Medicaid reimbursement rate for dental care for eligible children to 80% of the usual, customary .and <br />reasonable rate, and to enhance efforts to expand dental care for low-income populations in the state. <br /> <br />2. Eamed Income Tax Credit, The Association supports legislation to create a North Carolina State <br /> Earned Income Tax Credit. <br /> <br />Healthy Carolinian~. The Association supports legislation to continue funding Healthy Carolinian <br />community based partnerships which mobilize local resources to address North Carolina's Health <br />Objecb'ves for 2010, coordinate county level assessments, and promote health and safety initiatives. <br /> <br />Human Service Automation, The Association supports legislation to increase the level of automation of <br />all county human service agencies and encourage coordination and sharing of information among <br />agencies to the maximum extent feasible, including development of a joint state-local public health <br />management information system with technical and management responsibilities lodged with the state. <br /> <br />Boclv Plercino~ . The Association supports legislation to regulate the operation of body piercing <br />practitioners in a manner similar to that of tattoo practitioners. <br /> <br />· Reqistration and Certification of Documents, The Association supports efforts by the N.C. Association <br />of Registers of Deeds to amend the state's Notary Certification process, particularly so as to formulate <br />electronic recording of documents.
