Minutes of September 18, 2000 - Board of Commissioners Consideration of Le~islative Goals - Chairman Fennel Chairman Fennel presented a proposed Resolution asking the General Assenf01y to change the sales tax distribution in the State. UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and unanimously carried, the Board adopted the following Resolution as a Legislative Goal for the 2001 session of the General Assembly. Resolution No. 2000-27 A RESOLUTION REQUESTING LEGISLATION TO C}La/~GE THE RATIO OF SALES TAX DISTRIBUTION IN THE STATE OF NORTH C;LROLINA WHEREAS, the Cabarrus County Board of Commissioners is charged with the responsibility under North Carolina General Statutes with providing public school facilities; and Cabarrus County is experiencing growth in both citizen and school populati6n and has a need for more new school construction; and the state of North Carolina is experiencing tremendous growth in revenues from all sources; and the good citizens of Cabarrus County overwhelmingly defeated an attempt to raise the sales taxes an additional 1% to 7% and the highest in North Carolina to pay for school construction needs. Thereby confirming that working families and senior citizens cannot afford more new taxes; and WHEREAS, counties are responsible for providing funding for the construction of community colleges resulting in an unprecedented bond referendum to pay for that construction. T~EREFORE, BE IT RESOLVED by the Cabarrus County Commissioners that the Legislature be requested to enact legislation that would: Reallocate the current 6% sales taxes to a system called ~Sales Tax 3-2- 1." This would be allocated as follows: WHEREAS, WHEREAS, WHERF2%S, 3% to the State for the purposes deemed appropriate by our elected legislators, 2% t6 the counties and cities on the same basis that the current 2% is allocated, 1% to counties dedicated to the construction of new public school buildings. BE IT FURTHER RESOLVED that a copy of this resolution be sent to all county governments in North Carolina, the North Carolina Association of County Commissioners and the North Carolina League of Municipalities.
