Minutes of September 18, 2000 - Board of Commissioners <br /> <br />Consideration of Le~islative Goals - Chairman Fennel <br /> <br /> Chairman Fennel presented a proposed Resolution asking the General <br />Assenf01y to change the sales tax distribution in the State. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board adopted the following Resolution as a <br />Legislative Goal for the 2001 session of the General Assembly. <br /> <br /> Resolution No. 2000-27 <br />A RESOLUTION REQUESTING LEGISLATION TO C}La/~GE THE <br /> RATIO OF SALES TAX DISTRIBUTION IN THE STATE OF <br /> NORTH C;LROLINA <br /> <br />WHEREAS, the Cabarrus County Board of Commissioners is charged with the <br /> responsibility under North Carolina General Statutes with <br /> providing public school facilities; and <br /> Cabarrus County is experiencing growth in both citizen and school <br /> populati6n and has a need for more new school construction; and <br /> the state of North Carolina is experiencing tremendous growth in <br /> revenues from all sources; and <br /> the good citizens of Cabarrus County overwhelmingly defeated an <br /> attempt to raise the sales taxes an additional 1% to 7% and the <br /> highest in North Carolina to pay for school construction needs. <br /> Thereby confirming that working families and senior citizens <br /> cannot afford more new taxes; and <br />WHEREAS, counties are responsible for providing funding for the <br /> construction of community colleges resulting in an unprecedented <br /> bond referendum to pay for that construction. <br /> T~EREFORE, BE IT RESOLVED by the Cabarrus County Commissioners that the <br />Legislature be requested to enact legislation that would: <br /> Reallocate the current 6% sales taxes to a system called ~Sales Tax 3-2- <br /> 1." This would be allocated as follows: <br /> <br />WHEREAS, <br />WHEREAS, <br />WHERF2%S, <br /> <br />3% to the State for the purposes deemed appropriate by our <br /> elected legislators, <br />2% t6 the counties and cities on the same basis that the <br /> current 2% is allocated, <br />1% to counties dedicated to the construction of new public <br /> school buildings. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be sent to all <br />county governments in North Carolina, the North Carolina Association of County <br />Commissioners and the North Carolina League of Municipalities. <br /> Adopted this 18~ day of September 2000. <br /> /s/ Arne L.
