Box 707 Concord, NC 28025-0707 Dear Blair: Th~nk you for your recent attention to ~c matter ofthc two trusts, which were transferred from thc custodianship of thc City of Concord to Cabarrus County at thc time of thc consolidation of the Ubra-~ systems [u September, 1998. As you directed, I have considered projects upon which these funds may ultimately be expended. As you also noted in your memorand-m, item twelve or,he consolidation agreement states that "...interest generated from these trusts and any principle withdrawn from thesc trusts will be used for thc Library or for thc establishment of additional library branches within thc botmdarics of thc CRy of Concord." At this time it is my recommena-fion that thc bulk of these funds, including interest, .should be held in reserve until a t/me when the County may see fit to establish a brauch library in the western area of the County, mos~ likely in thc gcncral arca of Criaco and Poplar Tent Roads. This is an area, which is located within the boundaries of the City of Concord/md which is projected to experience a si/p~ificant increase in population during the next two decades, This will be an area in wh/ch a branch library would llkcly bc w~ll used by County residents. Funds could be applied to the conslruction ora new facility or the upfit of an existing structure, In the case of the latter, funds could be used to purchase furniture and equipment, to purchase library materials and possibly to cover some operatio-a! costs. At the time of the library consolidation, considerable work was done in the Concord Library. This included painting and carpet renovation, expansion of the Local History Room, installation of a new computer system and updating of the HVAC system to includ¢ new controls and a gas boiler.
