Day, Deputy County Manager <br />Date: December 12, 2000 <br />Re: First Union Building Renovation, Phasic 1 <br /> <br />Early this year Ken Griffin, of Cu'iffm Associates Architects, prepared a feasibility report <br />on the renovation the First Union Building in downtown Concord. Mr. Griffin's report <br />concluded that the building, which has an area of 45,624 square feet, can be renovated at <br />a cost ranging from $2.5 million to $3.5 million ($54.79/sq. ft. to $76.71/sq. ft.), <br />depending upon which mechanical systems and construction options are employed. <br /> <br />Because of the reasonable renovation cost and proximity, the Board of Commissioners <br />purchased the building with the intent of renovating the upper floors for use by state <br />offices currently located in the courthouse. Relocating those offices will allow for the <br />construction of several small courtrooms in the courthouse basement, which will meet <br />current and anticipated demand for the next 7 to 12 years, perhaps longer. <br /> <br />Attached is a brief description and cost estimate for the first phase of the First Union <br />Building renovation project, prepared by Mr. Griffin. This phase includes stabilizing the <br />building exterior, waterproofing the basement, asbestos abatement, adding 2 new <br />stairways, and removing interior partitions, ceilings, cabinetry, electrical, HVAC, <br />plumbing fixtures and equipment from floors 2 through 5. The cost is $500,000. <br />Architect and engineering fees, not to exceed $31,000 are included in the estimate. <br /> <br />A budget amendment appropriating the funds for phase 1 of this project is also attached. <br />I recommend its adoption and authorization to proceed with the preparation of <br />construction documents and solicitation of construction bids thereafter. <br /> <br />Please call me at 920-2895 ifI may be of assistance. <br /> <br /> <br />
