While the <br />board discussed the idea of setting priorities, it was felt that doing so was unnecessary at <br />the present time. Reports on the progress of the program and the number of offenders <br />served will be made to the board on a regular basis, and should it become necessary, the <br />board will establish priorities for treatment. <br /> <br />The target group therefore is all Intermediate offenders who, upon being screened by <br />probation officers, appear to have a substance abuse/dependent problem and are referred <br />to the service provider for in-depth evaluation and treatment, or who are sentenced <br />directly to the program by the judge. If and when TASC services are available to <br />Cabarrus County, the in-depth evaluation will be deleted from the contract with the <br />treatment provider. <br /> <br />'['he Advisory Board plans to invite the Judicial District Manager from Scotland and <br />Hoke counties, Mr. Frank Davis, to make a presentation at its February meeting regarding <br />how Scotland/Hoke probation officers have worked with the substance abuse treatment <br />provider in the development ora very successfal program. <br /> <br />The board a~eed on the following goals and objectives for the substance abuse treatment <br />program: <br /> <br />GOALS AND OBJECTIVES <br /> <br />Goal: Provide an additional sentencing option for offenders with substance <br />abuse/dependency problems. <br />Objectives: <br /> 1. Negotiate contract with substance abuse treatment provider to begin April 1, 1999. <br />2. Contract will meet requirements of RFP developed by CIPP and advertised by <br /> Cabarrus County. <br /> <br />Goal: To help offenders overcome substance abuse/dependent problems. <br />Objectives: <br />1. Probation officers will screen all Intermediate probation entries suspected of having a <br /> substance abuse/dependent problem. (Contractor to train probation officers to do <br /> screening.) <br />2. ?all offenders who appear to have a substance abuse/dependent problem based on the <br /> initial screening will be referred to the substance abuse treatment provider for <br /> depth evaluation. <br />3. All Intermediate offenders sentenced by the judge to receive substance abuse <br /> treatment will be referred to the provider for in-depth evaluation and treatment. <br />4. A minimum of 50 Intermediate offenders will receive substance abuse treatment at <br /> the level deemed appropriate by the provider. <br />5. Fifty percent (50%) of offenders who begin substance abuse treatment will complete <br /> the program. <br />6. Thirty percent (30%) of offenders who complete the substance abuse treatment <br /> program will be clean and sober one year after program completion. <br /> <br /> <br />
