Goal: Reduce recidivism among offenders with substance abuse/dependent problems, <br />Objective: <br />1. Thirty percent (30%) of offenders who complete 6 months of treatment will not be <br /> returned to court for substance abuse related violations during the following year. <br /> <br />Goal: Offenders participating in substance abuse treatment will show improvement in <br />their ability to hold a job. <br />Objectives: <br />1. Offenders participating in substance abuse treatment will show an increase in the <br /> number of hours worked over the same length of time the previous year. <br />2. Thirty percent (30%) of offenders participating in substance abuse treatment will not <br /> be disciplined at work due to substance abuse related problems. <br /> <br />Goal: To promote effective use of state and county agencies, non-profit organizations, <br />churches, etc. that are involved in or effect community corre~ions. <br />Objective: <br />1. Develop (at least 5) memoranda of agreement between the substance abuse treatment <br />provider, the Division of Community Corrections and various state and county agencies, <br />non-profit organizations, churches, etc. to provide services tb Intermediate offenders <br />participating in the substance abuse treatment program by June 1, 1999. <br /> <br />These goals and objectives are all supportive of those enumerated in the State-Local <br />Partnership Act of 1993 and the goals developed by the CJPP. <br /> <br />REQUEST FOR PROPOSALS <br /> <br />During the last week of November, the CJP Advisory Board requested proposals to <br />provide intensive outpatient substance abuse treatment and regular outpatient treatment <br />services to Intermediate offenders with substance abuse/dependent problems. The RFP <br />(with Attachment "A") developed by CJ-PP was utilized. The deadline for submitting <br />proposals is December 31, 1998. An exact copy of the RFP and the advertisement which <br />appeared in the Cabarrus section of the Charlotte Observer is included in the appendix. <br />(Please note that the provider will be paid based on actual hours of treatment provided.) <br />Proposals will be evaluated and compared on the level of treatment to be provided, <br />comprehensiveness and thoroughness in addressing the program issues described in the <br />RFP, and cost. A working committee has been established to evaluate the proposals and <br />make a recommendation to the board. <br /> <br /> <br />
