Day, Deputy County Manager ~,/'~¢-~
Date: January 12, 1999
Re: Information Technology Services Dept. Assessment and
Recommendations

At the Regular Board of Commissioners Meeting on October 19, 1998 four
recommendations were approved to address staffing issues in the Information
Technology Services (ITS) Dept. (see my memo dated 10/14/98, attached).

In accordance with Board action, KPMG Peat Marwick was hired to perform an
assessment of ITS. Brad Jude and John Dennis, of KPMG Peat Marwick will be
present to answer questions at the January Commissioners meeting. Their
report is attached. Should you desire, they are prepared to present their findings
and/or recommendations via Microsoft Powerpoint.

Following is a summary of their recommendations:
1. Revise job descriptions to reflect a clientiserver environment* (see
attachments)
2. Revise the salary schedule to reflect market changes in order to
retain and attract quality employees (see proposed salary
schedule)
3. Revise the organizational structure (see KPMG presentation)
4. Reclassify 4 existing positions to reflect the clientJserver
environment and actual duties (see proposed salary schedule)
5. Add 3 new positions: a Network Engineer, a Webmaster and a PC
Technical Specialist (see KPMG presentation and proposed salary
schedule)

The cost of these recommendations for the remainder of the fiscal year is
approximately $77,700. The annualized cost is $203,000. Note: Costs include
four existing IT positions in the Department of Social Services.

* One of the new job descriptions (which will apply to 4 positions) carries the title of
Systems Administrator. It should be noted that this is a common term in the information
technology industry. It refers to a person that develops, builds and maintains computer networks.
It is n. 0t an administrator in the usual sense of the word, i.e., one that supervises people and/or
programs of work.

Office of the County Manager

Box 707 · Concord, NC ~8026-0707 · (704) 758-8100 ,.
