PLANNING STAFF REPORT TO <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />Tuesday, January 19, 1999 <br /> <br />Staff Use Only: <br /> Approved: <br /> <br /> Denied: <br /> Tabled: <br /> <br />School District: Robert Kluttz <br /> <br />The issue of adequate public school capacity is the most crucial concern expressed by any <br />department/agency. Mr. Kluttz has commented (See Exhibits 2 and 3) that this proposed development <br />fails under the A.T. Alien Elementary, J.N. Fries Middle, and Cabarrus Central High school districts. The <br />School Board capped J.N. Fries and Cabarrus Central High schools in June, 1998 and redistricted the <br />middle and high school students in this area to Mt. Pleasant Middle and High schools for the 1999-2000 <br />school year. However, Mr. Kluttz stated that adding additional students to Mt. Pleasant district will use <br />the remaining capacity of these schools. Eastside Elementary school is expected to be completed in <br />August, 1999 and will provide some relief for the eastern portion of the County, but will not provide <br />sufficient capacity to absorb the expected enrollment from the Stonegate development. In summary, Mr. <br />Kluttz has requested that this proposed development be denied at this time. <br /> <br />Sheriff's Dept: Phil Patterson <br /> <br />The Sheriff's Department will be able to provide adequate service to the proposed development without <br />straining existing personnel or facilities. <br /> <br />Soil Conservation: Dennis Testerman <br /> <br />Ashebrook Drive proposed location would apparently result in the piping of unnamed tributary to Rocky <br />River. Mr. Testerrnan has expressed that care should be taken to minimize adverse impacts on water <br />quality and quantity, both during and after construction. <br /> <br />WSACC: Mark Lomax <br /> <br />The City of Concord will provide retail services and therefore the City should review the public facilities <br />proposal. However, the City will be required to submit an appropriate flow acceptance request to <br />WSACC indicating the projected wastewater flows and the connection to the WSACC sewerage system. <br />Once this request has been received, WSACC will verify whether system capacities are adequate and <br />respond accordingly to the request. <br /> <br />Zoning and Subdivision Regulation: Mike Downs and Mike Byrd <br /> <br />The proposed development meets the requirements of the MDR zoning district. It has two entrances and <br />105 lots. Based on the subdivision requirements that entrances serving more than 50 lots include turn <br />lanes, this subdivision will be required to install turn lanes at the main entrance on Flowes Store Road. <br />These tum lanes would include a right turn lane for northbound traffic and a left turn lane for southbound <br />traffic. Each lane would have to be properly tapered. All improvements would need to be constructed to <br />MCDOT standards. <br /> <br />Conclusions: <br /> <br />Dan Moser is appealing the decision of the Planning and Zoning <br />Commission and has submitted this preliminary plat for approval by the <br />Cabarrus County Board of Commissioners. <br /> <br />The subdivision is residential in nature. It consists of 105 lots. Each lot will <br />have access to water and sewer service provided by the City of Concord. <br /> <br /> Page 3 of 4 <br />Stonegate Preliminary Plat <br /> <br /> <br />
