Box 707 Concord, ~¢ 280~6-0707 Dear Mr. Lagano~ ACcording to my A~ril 29, 1998 correspondence to you, we reviewed the imlDac~ on our schools regarding the development of the Wallace FauYm property. At that time, W. R. Odell was 19 etudentm cf reaching their core capacity of 864 student~o Algo, we no~ed ~hat the Board was exploring options to address the overcrowding at Northwest Cabarrus Hlddle School and High School. On June 6, 1998 the Board implemented a capping plan for the middle and high school. This plan assigned new s~udents moving into the Northwest Ca~arrue a~tendance area after July 1, 1998 ~o either Kannapolis or concord districts. The cap has been lifted at Northwest Ca~arfus High School since they did not reach thei~ core capacity of 1500. I~ addition to the middle school being capped, J. N. Fr£es Middle School and Central Cabar~ue High School are also capped at ~he present time. The enrollment at W. R. Odell has increased ~o 904 students as of December 7, 1998. Thi~ is an increase of 59 students since cur April letter (40 students over core capacity}. I~ is our understanding that =he commissioner's approved the Highlan~ Creek develol~nen~ located in the W. R. Odell attendance area. Our nexe closest school is Weddin~ton Hills which is 52 students over their core capacity of 1000. When the approved new high school is completed in the Pibbs School Road area it will reduce overcrowding and absorb new gro~h in the Northwest Cabarrus and Centre1 Cabarrus attendance areas. However, there are no plans for a new middle school in this area to compliment =his new high school. We anticipate ali four m£ddle schools being ove~ their core capacity within two years.
