122 <br /> <br />APPOINTMentS TQ ~OARDS AND C0~ITTEES <br /> <br />Adult Care Home Community Advisory Committee <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter <br />and unanimously carried, the Board reappointed Ms. Vickey Page and Ms. Betty <br />Moss to the Adult Care Home Community Advisory Committee for terms of three <br />years ending December 31, 2001. Further, the Board appointed MS. Kay Greene <br />to the Committee for an initial term of one year ending December 31, 1999. <br /> <br />Home and Community Care Block Grant Co~fttee/Desi~netion of Cabarrus County <br />Department of A=in~ as Local Lead Aaencv <br /> <br /> Commissioner Casper expressed concern about LIFE Center representation <br />on the Home and Community Care Block Grant Committee since ~he County now <br />contracts with the Center for services. She stated in her opinion it is a <br />conflict of interest for Ms. Thelma Freeze, Executive Director of the LIFE <br />Center, Inc., to serve as a voting member of the committee due to the current <br />contractual relationship between the Center and the County. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board moved that the County now delete the seat <br />on the Home and Community Care Block Grant Committee for the LIFE Center <br />since it is now a contractee of the County. Further, the Board agreed to the <br />following appointments to the Committee as recommended for fiscal year 1999- <br />2000 and fiscal year 2000-2001: <br /> <br />Michael L. Murphy <br />Tami C. Senior Tar Heel Legislature <br />Consumer <br />NorthEast Medical Center <br />Consumer <br /> <br /> ~PON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board designated the Cabarrus County <br />Department of Aging as the Lead Agency for the Cabarrus County Home and <br />Community Care Block Grant Committee for fiscal year 1999-2000 and fiscal <br />year 2000-2001 (July 1, 1999 - June 30, 2001). <br /> <br />Centralins Council of Governments - Deleqate and Altprn~9 D~leqa~9 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Barnhart and <br />unanimously carried, the Board reappointed Commissioner Casper as Delegate <br />and Commissioner Carpenter as Alternate Delegate to the Centralina Council of <br />Governments. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments at <br />9:35 P.M. <br /> <br /> Ms. Chris Lee, Chair of the Cabarrus County Board of Education, thanked <br />the Board for its support of the schools. Stating there are pressing capital <br />needs as well as current expense needs, Ms. Lee stated she looked forward =o <br />the opportunity for the two boards to discuss these issues at the upcoming <br />retreat. <br /> <br /> Mr. Sherrill Laney of Kannapolis expressed annoyance with the Board's <br />adoption of the Cabarrus County Alarm Ordinance earlier in the meeting. <br /> <br /> Mr. Scott Schaal of Viking Drive, Concord expressed the following <br />concerns about the large number of dogs in his neighborhood: noise, safety <br />of children and elderly in the community and odor from the dogs. <br /> <br /> The Board acknowledged Mr. Schaal's concerns. Chairmao Barnhart advised <br />Mr. Schaal that he should pursue the issue of barking dogs with the Concord <br />Police. <br /> <br /> Ms. Mary Velsor expressed concern about the lack' of interpreters for <br />the deaf and hard of hearing in Cabarrus County.
