Clifton, Jr. <br /> <br />Subject: Priorities for discussion/action by the Board to be addressed in 1999:. · <br /> <br />As 1998 comes to an end, it will be important for the County to address several issues in a" <br />comprehensive and proactive manner. Soon, you will be provided a summary of 1998 activities <br />that details how the County responded to several challenges faced in prior years. As the <br />membership of the County Commission shifts (with the departures of Mr. Mills, Dr. Niblock and <br />incoming Commissioners Mr. Privette and Mr. Fennel), it is suggested that the Board may want <br />to establish one or more work sessions to deliberate on and define 1999 Board priorities.. <br /> <br />The work session(s) would help establish direction and directives for county staff. Although <br />existing and incoming Board members may already have an extensive grasp of county issues, it <br />was felt that an outline of potentially important items might benefit everyone by establishing a <br />base from which to begin discussions. Hopefully, this information will be of assistance. <br /> <br />After reviewing the listed items if there any questions, comments or additional follow up <br />required, please feel 15ce to contact me. Otherwise, after the Board of Commissioners holds its <br />organizational meeting, staff will work with the Chairperson to coordinate schedules and items <br />for more extensive discussion/action. <br /> <br />ISSUES PENDING CONSIDERATION BY THE BOARD OF COUNTY COMMISSIONERS: <br /> <br />Economic Development Incentive Program - (Industrial, Commercial/Retail and <br />Hotel/Conference Center Packages): the Board has asked staff to review these programs <br />and present recommendations; the staff work is almost complete, except that the Board <br />needs to provide input into what the programs should be continued; what goals should we <br />attempt to accomplish; and, decisions regarding the methodology used to establish value <br />need to be revisited to determine if the Board is satisfied with the 'philosophies' applied <br />and deferral of the financial incentives as currently practiced. <br /> <br />Development of the Unified Zoning Ordinance - (a joint effort of the county, cities and <br />towns in Cabarrus County): this project is nearing the final draft review stages; a task <br />force along with a consultant, have been in pursuit cfa single set of zoning regulations to <br /> <br /> Office of the County Manager <br /> <br />P. ©~ Box 707 · Concord, NC 28026-0707 · (704) 788-8100 · Charlotte 375-0829 <br /> <br /> <br />
