be applied county-wide; an important element of the 'unified zoning ordinance' that is <br />currently being studied is an "adequate public facilities' provision that will set guidelines <br />and establish measurement standards for identifying public facility capacities and <br />priorities; if the County Commission has a change of stance on the issue of 'adequate <br />public facilities' as a growth management policy, that factor needs to be addressed in an <br />appropriate and timely manner. <br /> <br />County Financial Policy Review - (established intent under existing policies needs to be <br />reviewed in a comprehensive and inclusive manner by the Board): Issues due analysis <br />include the impact on personal property tax revenues resulting from reappraisal of real <br />property via the 1999 REVAL; fund balance accumulation policies, impact of changes on <br />investment interest income, bond ratings, budget flexibility, capital outlay planning and <br />debt service management need to be tied together comprehensively; additional funding <br />for school construction planned for expanding :school enrollment needs to be prioritized. <br /> <br />County Projects (1999 and beyond): Efforts have been pursued to establish obtainable' <br />priorities for County projects (capital outlay excluding schools), a listing is an attachment <br />to the FY 1999 Budget; it is important to list the status of the larger more extensive <br />projects: <br /> <br />I. County vehicle maintenance relocation - project was bid and found to be more <br />economical to construct a new building than relocate the existing facility. However, <br />further studies were deemed practical to consider collocation with a new planned <br />school system vehicle maintenance project. A site for both projects has yet to be <br />identified. A site is available ifa decision to move forward with a county facility only be made. <br /> <br />2. 800mz emergency radio system - project continues and should be completed in 1999. <br /> <br />3. Sale of county owned properties - included are properties at Lake Concord (sale <br />closing pending developer's site analysis), existing county vehicle maintenance <br />property (interest has been identified but consideration will have to occur after a <br />decision on relocating the existing facility, the existing extension service location (old <br />health dept.) will have to wait until a decision is made on a future 'permanent' location <br />for extension services. Also, the county obtained total ownership of the Economic Development <br />Corporation's offices on Concord Lake Road during 1998. It is probably appropriate to consider <br />selling the building (for commercial purposes) and leasing office space for the EDC somewhere <br />else within the county. Half of the current building's office space is rented to third parties. <br /> <br />4. Park projects - creation of a soccer complex at Frank Liske Park is pending action by the <br />State and local budget considerations; WW Flow Park continues on incremental basis pending <br />continuance of state grant funding and local budget allocations; and, the new park proposed as <br />an effort between the County and Kannapolis along Orphanage Road is beginning the planning <br />stages (currently, $ 390,000 in Karmapolis funding is committed, later expenditures will be made <br />as part of the County's budget process. <br /> <br /> <br />
