5. Consolidation of county facilities including parks grotmd maintenance with that for both
school systems - bids for privatization of the 'mowing' and turf improvement elements were
received and given to the Board for action in November; elements of grounds maintenance will
remain with county workers with some items being contracted as needed.

6. Consideration of merging building maintenance activities for the county and schools is under
staff review.

7. Parking (public and employee) downtown Concord - currently county parking is provided in
the Government Center building, on paved lots located on Corbin Avenue (between Spring and
Union) and on Church Street, and on an unpaved lot at Corbin and Church. (Improvements to the
unpaved lot were scheduled by delayed by high bids.) A parking garage project is in the Capital
Outlay schedule for future years on the lot located on Corbin and might be a joint venture with
the City of Concord should it pursue a new municipal building project. The Church Street lot is
used by county employees, jurors and 'mostly' by the public shopping or doing 'other than
county' business, postal workers, telephone company and bank employees.

8. A project currently under construction "builds-out" the remaining available space in the
county's courthouse building for court related offices and courtrooms. It is highly likely that at
least the planning for additional courtrooms and related office space will have to be addressed in
the near future. Also, jail space (a function of court related activities) is a matter that needs to be
studied. Expansion opportunities are available at the existing location but relocation of some
court related office activities may be more cost efficient and the loss of jail related parking spaces
will need to be replaced.

9. Use of the former county landfill property - potential uses have been identified but decisions
remain to be made.

10. A proposal from the Farmer's Market to relocate Extension Services to their site has yet to
be addressed.

I 1. The County's role in 'where' or 'how' the Cabarms Agriculture Fair, INC. ultimately
relocates (if it does) may need future consideration

12. What furore role the County should have (if any) in encouraging or forging agreement on the
unification of the County's two school systems into a single unit. At a minimum, opportunities
to unite functions of the two school systems that create economic and functional sense need to be
pursued and urged.

· Other Board of Commissioners related items for consideration/action include:

1. Appointment of a Tax Administrator

2. Confirmation of a recommended candidate from the North Carolina Extension Service of a
County Extension Agent

7-¢
